3Teaming Vision
- VISION
- Provide a cross-service forum for communication
on common obsolescence issues. - GOAL
- Educate Program Managers, minimize the cost
impacts of obsolescence, and disseminate
information through the government industry data
exchange program (GIDEP) and other DoD and
services agencies. - OBJECTIVE
- Reduce the Total Ownership Cost impacts of
obsolescence.

6Benefits of Teaming
- Promote Communications Among Programs
- Avoid High Cost of Redesign
- Share the Workload
- Whenever possible Share Solution Cost
- Example 2 programs have the same microcircuit.
This microcircuit cost 40,000 to reverse
engineer. Both programs share the cost of - Non recurring engineering (NRE)
- Qualification cost.
- Share in production cost
- Reduce Time and Effort to Obtain a Solution
-
7WHO SHOULD PARTICIPATE IN THE DOD DMSMS TEAMING
GROUP ?
8Government Participation
- Facilitates Government Networking among other
Programs, Industry and Suppliers - Provides potential for Government programs to
share solution costs. - Educate Program Offices in current trends,
solutions, and tools in obsolescence management.
Active Participation by Government Program
Offices is the Key to Success !!
9Industry Participation
- Facilitates Information Sharing among other
Programs, Industry and Suppliers - Provides potential for reducing time and costs
associated with DMSMS solutions. - Provides a forum for sharing current trends,
solutions, and tools in obsolescence management.
10Supplier Participation
- Facilitates Networking among other Programs,
Industry and Suppliers - Facilitates Information Sharing among other
Programs, Industry and Suppliers - Provides a forum for identifying potential
solutions.
11DMSMS 101
12DMSMS Definition
- DMSMS Diminishing Manufacturing Sources and
Material Shortages - DMSMS Is defined as the loss or impending loss
of manufacturers or suppliers of items or
shortages of raw materials.
13Component Life Cycle
Active Device manufacturers are designing product
life to be compatible with life cycles of the
commercial off the shelf (COTS) equipment
14Types of Component Solutions
- TYPES OF SOLUTIONS
- BRIDGE BUY Purchase of sufficient quantity to
continue program support while implementing a new
solution. - LIFE OF TYPE BUY Purchase a supply of DMSMS
items to support total demands for the life of
impacted systems or equipment. - AFTER MARKET SUPPLIER This is a source that may
provide - Finished goods, continued manufacturing of the
original manufacturers product, mil wafer
storage and commercial wafer. - ALTERNATIVE PART - A form fit function
replacement that requires documentation to be
updated. - Excess Stock - Residual stock from minimum buys,
or contractual changes. (Implementing this
solutions does not mitigate the original
obsolescence problem.)
15Types of Component Solutions
- CONTINUING SOURCE - Group of programs together
defining a requirement that changes the
manufacturers decision to obsolete a given
product from production. - DEVELOP A NEW SOURCE Develop a new source for
the same product. - SUBSTITUTE PART Require minor redesign to
accommodate the part and change appropriate
documentation. - RECLAMATION Removing components from a system
that is no longer being utilized and performing
tests to ensure that the component will continue
to meet its design tolerances.
16Types of Component Solutions
- EMULATION Emulation is the process of
developing F3 replacements for obsolete
microcircuits using state of the art material
design and processing techniques. - REVERSE ENGINEERING - Is the process of
developing F3 replacements for obsolete products
using state of the art material design and
processing techniques. - REDESIGN This solution is chosen when it is
more economical to redesign than to identify
solutions for a large number of DMSMS products
that exist on a circuit card. - VHDL - Very High-Scale integrated Circuit (VHSIC)

associated with these solution options ??

19Teaming Database
- Teaming database is used for
- Determining commonality among programs, tracking
solutions and project cost using industry average
cost metrics. - Collecting program part numbers that have been
predicted to be obsolete. - Maintains history of solutions by program.
- Provides case tracking and resolution metrics for
management support. - Helps provide a source for DMSMS solutions.
20Teaming Database is NOT
- A procurement health database.
- A cost modeling decision tool
- For analyzing programs bill of materials.
21Types of Participants
- Â
- Full Participant is a program representative
that inputs their programs parts obsolescence
cases into the teaming database have full view of
the open cases. - Â
- Limited Participant is a party that just desires
to review the database solutions and not provide
their programs parts obsolescence cases into the
teaming database. This participant will only
have access to unique part number typed into the
database one at a time. - Suppliers are the original equipment
manufacturers (OEMs) or after market supplier
that provide the components or commercial off the
shelf (COTS) equipment have full view of the open
cases to help provide solutions. - Â
