What is Peak Oil?
  • Peak oil is the point in time when the maximum
    rate of global petroleum production is reached,
    after which the rate of production enters its
    terminal decline.
  • Most likely, this is now.
  • As oil becomes more scarce the oil price rises.
    This rise will be permanent and effect every area
    of life.

What are Transition Towns?
  • Transition Towns are community-based initiatives
    facilitating the transition from a globalized oil
    dependent society to a re-localized society that
    will thrive in a world where there is less
    abundant cheap oil.

Over 36 New Zealand towns are already embracing
the Transition Towns model

What do Transition Towns and the Council have in
common?
  • In an ideal world,
  • Both raise awareness of Peak Oil as a
    prerequisite for community action
  • Both foster, facilitate and encourage grass-roots
    initiatives that increase resilience
  • Both work together to plan towards a resilient
    city that has food security, energy security and
    social security

How can (and should) the Regional Plan help?
  • Acknowledge that crude oil prices will continue
    to rise as global supply reaches its peak
  • Present a positive vision for the region that
    takes into account these changes
  • Plan to meet the increased need for public
    transport, locally grown food and local services
  • Adjust emergency management procedures and water
    supply management to remain operational in a
    post-carbon environment
