SHIPDET Report
  • CoP-MfDR Asia-Pacific region has a well
    established training program on ME called the
    Shanghai International Program for Development
    Evaluation (SHIPDET)
  • Objective to enhance the ME capacity of CoP
    MfDR members
  • Held twice a year (spring and fall) for three
    years
  • Target group
  • Spring program focus on Chinese participants
  • Fall program targeting Asian-Pacific CoP members,
    with few from outside the region
  • First participants from outside the region to
    participate

Program Components
  • Three components
  • Intensive training on the establishment of
    results-based ME system
  • Field trip and video conference on real case
    studies of results-based evaluation in the
    Zhejiang Multicities Development Project,
    supported by the World Bank and Suzhou Creek
    Project in Shanghai supported by Asia Development
    Bank (ADB)

The Training Program
  • Second intake Was held at AFDC from 22nd October
    to 3rd November 2007
  • Nearly 60 participants from 19 countries
  • Purpose to study, and discuss globally-recognized
    ME theories and methodologies, and to share
    experiences.
  • Resources persons were drawn from different
    institutions
  • Some of the topics covered
  • Ten steps to build Result -Based ME system
  • The role of evaluation and
  • Different models to conduct and report evaluation
    data and findings.
  • Accompanied with case studies, some of which were
    practical (Zhejiang Multicities Development
    Project)

2. The Legal Framework
Field Visit
  • Visited WB-Financed Zheijiang Multi-city
    Development Project in Hangzhou, the capital city
    of Zheijiang province
  • Aim to get a feel for the actual process of
    project design, plan, implementation, monitoring
    and evaluation processes
  • 8 Components including water treatment plant and
    road construction.
  • All the project components were successfully
    implemented and rated Satisfactory by IEG
  • Discussion with evaluators (IEG) in Washington
    through video conference about _ among others-
    the evaluation methodologies used

  • This was the second Annual Meeting held after the
    training
  • 18 papers were submitted from different countries
    for discussion on the country experience on MfDR
  • Given time constraint, only 8 were presented and
    I happen to be among them
  • Presented the case of MKUKUTA Monitoring system
    in Tanzania (MMS)
  • Also reviewed the first year progress of CoP MfDR
    activities since it was launched in 2006 and
  • Approved the Action Plan for 2008.

Lesson learned (replicate?)
  • Strong technical and administrative personnel are
    key to a successful project implementation
  • Strong stakeholder support is essential for a
    successful project
  • Government willingness and commitment is the key
  • Accountability is vital
  • Evaluations that are placed on a shelf provide no
    return on investment
  • The demand for evidence based data for
    decision-making is crucial and
  • Need for the champion and active country
    participation

Challenges (Common to all)
  • Low level MfDR capacity, varying between
    countries
  • Language barriers
  • The existence of many different ME frameworks
    within the same agency/country
  • Data/information problem Availability,
    Accessibility, Timeliness, Reliability
  • Inactive country participation some country
    resist MfDR

Potential for Linkages
  • Capacity Building Either request to participate
    in SHIPDET or establish ME training centre. Two
    or three CoP members can cross the border for the
    purpose of enhancing their knowledge on ME and
    sharing experience
  • Dialogue on MfDR through which, we can learn
    important lessons on how to design and implement
    results-based ME techniques
  • Annual Meetings
  • Online Discussions
  • Cross-Posting
  • HLF - 3
  • South-South Cooperation Some countries in
    Asia-Pacific region (e.g. Singapore and Malaysia)
    have made substantial progress in MfDR.
    South-South Cooperation is therefore needed to
    assist countries in developing the MfDR.

Challenges
The Way Forward
  • Need to get prepared for the HLF 3 with
    concrete proposals on how to improve aid
    relevance and effectiveness.
  • Note Financial support is not the only means to
    end our problems we should play our role to
    achieve the results
