Title: HM
1HME StandardizationExCommWorking Group One
New Construction 15 March 2007
2 Working Group 1 Mission
- Establish standardization mechanisms and
incentives to be used during acquisition phase - Promote HME standardization for the acquisition
of new systems during new construction - Apply HME policy, processes, and approaches in
new construction contracts
3HME Standardization WG 1 Members New
Construction
430 120 Day Update
- Completed items (last 30 days)
- Hosted SHAPM / NAVICP / Shipbuilder (NGSS, BIW,
NGNN) Standardization meeting. - Obtained list of DDG 1000 material from parts
catalogue. - Incorporated period 2 award fee event language
into DDG 1000 contract. - Added HME standardization to DDG 1000 tech
review agenda. - Briefed HME standardization at PMS 500 staff
mtg. - Shipyards participating in WG 3 commodity
contract conference calls.
- Next 120 days
- Extract detail design material list from Common
Parts Catalogue for DDG 1000. Analyze this list
for metrics development and to optimize NAVICP
commodity contracts. - Identify design specs that drive up equipment
cost. - Update NAVSEA C clauses with references to HEDRS
and Common Parts Catalogue.

9DDG 1000 Common Parts Catalog (CPC)
- Initial universe of CPC items available for DDG
1000 was identified through a joint NGSS/BIW
engineering effort - Materials selected from existing CPC
- Material requirements from DDG 1000 specs
- An electronic request module is used to nominate
a new CPC item for DDG 1000 - If an existing item cannot be found to satisfy
the requirement, a new CPC catalog number is
assigned - When a new CPC item is added by one shipyard, the
other attaches their catalog number if applicable - The current universe of CPC items available for
DDG 1000 - NGSS 11,996
- BIW 13,339
- It is estimated that the total number of CPC
items available for DDG 1000 will grow to
approximately 19,500 items
10CPC and Standardization Management
- CONS
- Not all CPC items will be purchased the CPC
merely lists items available for DDG 1000
procurement - Some CPC items list multiple vendors ultimately
only one would be selected for a single CPC
catalog item - CPC to APL is not a one-to-one relationship
some CPC items may generate multiple APLs - CPC items are not identified by a part number
and/or NSN - The selection of standard items is often not
confirmed until VFI has been received and analyzed
- PROS
- The CPC limits the range of items available for
DDG 1000 procurement - The CPC is a collaborative shipyard effort
applicable DDG 1000 items are cross-referenced to
each shipbuilders catalog number - Items can be identified by commodity type aids
in the commodity contract initiative - Material requirements can be pre-screened to
identify if standard items of supply are available
CPC offers a method to track standardization
efforts through item procurement. However,
standardization achievement will be measured
through APL metrics

14Summary
- WG 1 and WG 3 communication and cooperation is
excellent - DDG 1000 program
- Shipbuilders are cooperating with commodity
strategy - Increased visibility and priority on HME
standardization - 50 and 70 Detail Design zone reviews ongoing
- CPC is primary tool being used for
standardization - Shipbuilders reluctant to do more than CPC
