11USMC Universe Overview
- USMC Ground Equipment Universe is a database that
reports the annual OS costs for Marine Corps
ground systems or TAMCNs (Table of Authorized
Material Control Number) - Individual Equipment Repair Order (ERO) records
are processed yielding labor, parts, fuel costs
as well as OPTEMPO averages - Separate Depot records, inventory quantities, and
ammunition data are also processed and available
Depot records

Inventory quantities

Ammunition data
12USMC Universe Overview
- The data is available in 5 folders
- Summarized Data (by TAMCN) depot, OI
level labor, OI level parts (cons rep) - RUC Breakdown (by RUC, MCC, RAC) OI level labor
- AMMO Cost (by TAMCN DODIC) qty fired, cost
per round, ammo cost - Fuel/OPTEMPO (by TAMCN) average
OPTEMPO, fuel cost - Inventory (by TAMCN location) inventory count
13Accomplishments
- Updated Labor Calculation Process
- Labor (hours) x (Composite Rate)
- FY95-FY01 E4 SCR from the Comptroller is used
- FY02-Current FY VAMSOC Personnel Universe is
used to determine the previous years count of
Marine Enlisted active duty personnel by pay
grade in RUCs that reported labor costs, then a
weighted composite average is calculated based on
those personnel counts and Comptroller rates - Reset FY04 and FY05 Inventory
- In FY04 FY05, if inventory was not reported,
but the TAMCN exhibited parts labor costs, than
the inventory from the previous year was
substituted for the current year - This process was reversed, if inventory is not
received it is not reported for the current year

actual pay and associated personnel attributes
for all active and reserve Navy and Marine Corps
personnel at the monthly level - Pay data linked with Personnel attributes per
person - FY02-FY06 data available by month
- Query costs and counts of personnel
Monthly records linked by SSN
17Monthly Personnel Universe Overview
- Data is organized in 4 folders
- Each folder contains the following
Date Range
Calendar Year/Month
Cost Elements
Non-cost Elements
Attributes (change per folder)
Then Year Dollars
Cost Objects

20Accomplishments
- Corrected non-cost element Activity Sea/Shore
Code - Sea/Shore code of 5 is not valid (although
still reported within the data) - Within each record, UIC determined correct
sea/shore code - Expanded available Corporate Documents
- Data for all five fiscal years, for all available
base elements has been pulled stored within the
corporate document section of VAMSOC - Built prototype of Annual Personnel Universe
