19- Sector Member contribution is based on
cost-recovery, not relayed to their duties and
responsibilities. It is voluntary, but for ITU-T,
a minimum of ½ unit is required. - Sector Member contribution unit price is 1/5 of
the Member States unit - prices, currently, about 40,000 US . But for
ITU-T, minimum ½ unit i.e. 20,000 US. - Before 2000, the majority paid a minimum of ½
unit with exception of - 35 cases 9x3 units, 1x1½ units, 4x2 units, 1x1½
unit, and 20x1 units. - In 2001 17 out of 35 reduced their contributions
(mainly from 3 or 2 units - to ½ or 1 unit), a total reduction of 23 units
was counted. (Some of them weredue to merging or
splitting of companies.) - In 2003 1 (ROA) x 2 units (1 ROA 1 SIO) x 1.5
units (4(ROAs) 8 SIOs) x 1 unit.The rest pay
½ unit. - 6. Some companies pay multi-memberships.
Sector Membership contributions
20(Some SDOs receive secretariat support from their
members such expenditures are not counted in the
budget.)

25- Rapid development of new technology, rapid
change in environment - Many standardization bodies de-facto standards
- Limited resources, limited budget
- Poor classic image of ITU-T bureaucratic,
slow - Decreasing participation of delegates in some
ITU-T activities - Stability of commitment to ITU-T Study Group
positions - Different views and positions of Members on the
products/results of Study Groups - etc
Challenges to ITU-T
26- To further improve ITU-Ts efficiency
- To enhance the Unions promotion
- To exploit the new measures for ITU
standardization - To create an attractive environment for all
players - (to keep the current active members active, and
to attract new members)
My commitments for 2003-2006

Draft structure of WTSA-2004(as per Resolution
1, 1.2)
30- TSAG Re-structuring Group 7-9 October 2003,
Paris, France - By July 2003 160 inputs 100
registered participants (no developing
countries, new players) - TSAG meeting 10-14 November 2003 -
Provisional agreement on new structure - TSAG meeting 21-25 June 2004 - Finalize the
proposal
Future TSAG meetings
31- Working methods
- AAP TAP no major changes
- However, there may be new issues if the new
structure is dramatically different from the
current one - EDH should be further strengthened
- Workshops and seminars become an important part
of regular activities (workshops are not only
informative to audience but also very
constructive and useful to SGs) - Find ways to accept options, if no unanimous
agreement on Recommendations - Enhance the regional presence, and encourage
regional activities - Establish Groups (focus group, project group,
etc) to deal with urgent needs
My expectations for WTSA-2004
32- Structure considerations
- Constructive proposals and considerations by
ITU-T Members - In addition
- We have to bear in mind the needs of the new
comers, including those who have recently
increased their participation in ITU-T activities - The needs for the future
- The needs of the regions
- The needs expected from external SDOs, etc
My expectations of WTSA-2004
33Cooperation with SDOs - More flexibility to
work with Forums/SDOs - Facilitate the adoption
of SDOs outputs as ITU-T Recommendations -
To establish joint groups with forums if
justified Promotion - More aggressive - To
address potential members new players,
universities, academic institutions
My expectations for WTSA-2004
34Financial - Encourage voluntary contributions -
Reduced fee for universities, or meeting
registration fees for universities -
etc Last but not least - Entrust TSAG with
more authority - Request TSAG to be more
efficient
My expectations for WTSA-2004
