American Recovery Reinvestment Act (ARRA)
  • The Act provides provides 21.5 billion in
    additional funds for scientific endeavors.
  • NIH/DHHS 10.4B
  • NSF3B
  • DOD 200M
  • NASA 1B
  • DOE 5.5B

Strings Attached!
  • Funds must be obligated by September 30, 2010
  • ARRA funds must be tracked separately and cannot
    be comingled with other project funds.
  • Reporting requirements, both fiscal and
    programmatic, will be at an unprecedented level.
  • Fifty percent of awarded funds must be used no
    later than 120 days after the date of the
    enactment of ARRA (February 17, 2009)
  • ARRA funding shall be considered one-time
    funding.

NSF Example
  • NSF is planning to use the majority of the 3
    billion available in Research and Related
    Activities for proposals that are already in
    house and will be reviewed and/or awarded prior
    to September 30, 2009.
  • All NSF grants issued with Recovery Act funds
    will be standard grants with durations of up to 5
    years. This approach will allow NSF to structure
    a sustainable portfolio.

NIH Example
  • The majority of the 10.4 billion appropriated
    for NIH will go directly into extramural
    programs. NIH Plans to
  • Fund proposals that were close to being funded.
    (Detailed budget now will be required.)
  • Fund a new round of proposals in critical areas
    identified by the ARRA (NIH Challenge Grants)
  • Fund infrastructure and instrumentation as
    required by the ARRA
  • Fund supplements to existing awards
    (Administrative Supplements)

Quarterly Reports Required
  • Due 10 days after the end of each calendar
    quarter (End June 30, 2009Due July 10, 2009)
  • Obligated and expended funds as well as
    unobligated balances
  • Completion status of project
  • Number of jobs created and retained (?)
  • Detailed information on subawards (per FFATA)

What we dont know yet
  • Allowability of no cost extensions
  • Guidance regarding international collaboration or
    spending internationally or on hiring individual
    here on a visa from a foreign country
  • How job creation/retention is defined and
    determined/verified
  • If preliminary financial reports will be allowed
    to meet the 10 day turn around deadline

What should PIs be doing now?
  •  
  • Principal Investigators should contact their
    Program Officer for research that would fall
    under ARRA criteria since much of this funding
    will be distributed quickly.
  • Proposals Under Review or Just Short of Funding
    Program Officers are making calls to many
    researchers about revisions or updates to
    proposals. So a call to the program officer is
    important. Most agencies are adjusting paylines
    back to October of 2008.

  • Preparing to respond to JIT human subjects and
    animal care compliance issues
  • Preparing detailed budgets for modular budgets
    previously submitted to NIH
  • Obtaining necessary information on potential
    subrecipients
  • Preparing budgets with equipment requests and
    other costs that can be obligated quickly
  • Staying tuned
