4ESSENTIAL FEATURES OF THE PROPOSED WORKPLAN
2009-2012 physical metrology
- Strengthen the Watt Balance team ( 1).
- New project in mass metrology ( ensemble of
artefacts) (2). - Prepare for a kilogram redefinition and the need
to disseminate the mise en pratique of the mass
unit. - New project to address dosimetry using linear
accelerators ( expensive but very high return on
investment) postponed until 2013. - Strengthen international coordination and
out-reach to non members (1).

6CGPM 2007 - a few words about three RESOLUTIONS
- Encouragement of Associates to become Member
States. - Process for the exclusion of Member States in
financial arrears or for writing off their debt. - Proposal for Corresponding NMI of the BIPM.
7Metre Convention/CIPM MRA
- Four new Associates ( Moldova, FYROM, Sri Lanka,
Albania). - Logo used by 32 MS and 5 Associates (55
laboratories). - Discussions continue with the European Commission
on the JCTLM data base for in-vitro diagnostics. - Discussion with the WMO is continuing - the case
of an IGO without its own laboratories. - Dr Attilio Sacconi replaced Prof Sigfrido
Leschiutta on the CIPM
8WHATS HAPPENING AT THE BIPM (1)
- Length section closed closed at the end of 2006.
Some staff transferred to Time, frequency and
gravimetry - - CCL K11 transferred to the
RMOs. - - interest in how to compare
optical clocks remotely. - - new absolute gravimeter
project. - New staff in time. Mass technician sought.
- Good progress with the Watt Balance. Secondee
from NMIJ working on electrical systems. Similar
opportunities in this and other projects.
Possible Research Fellow needed next year. - BIPM Summer School 29 June - 11July 2008.
Nominations invited in January. Some assistance
for students from developing economies.

16REVIEW OF CMCs AND QS AT IGOs
- A new policy for the review of quality management
systems was developed, CIPM 2006-03. - It involves the formation of a panel of quality
experts from all the RMOs. - First time used for the IAEA on 5 October 2006.
- Their quality system was approved by all 4 of the
RMOs present. - The BIPM intends to present its QS to the panel
in March 2008 - and to make its uncertainties
more visible on the BIPM web page
17GUIDE TO THE CIPM MRA
- The guidelines for the implementation of the CIPM
MRA are contained in a number of JCRB Guidelines
and CIPM policies. - The everyday use of this material is becoming
difficult for even everyday users. - With the help of PTBs Technical Cooperation, we
are developing a short new document that
describes the practical implementation of the
CIPM MRA for the NMI laboratory staff, CIPM
2007-xx. - The document makes use of hyperlinks to all
current documents as a means to provide the
reader with more detail information on any
subject. - The Guide should be available for CIPM approval
in the third quarter of 2007. - An electronic version will be available at the
BIPM website.
18SEMINARS ON PARTICIPATION IN THE CIPM MRA
- Many NMI staff do not understand how to make use
of the CIPM MRA. - This is specially true in NMIs who are yet to
participate in the CIPM MRA. - Their participation would increase the importance
of the CIPM MRA and could help those NMIs reduce
TBTs. - A series of worldwide seminars are being planned
to aid new NMIs with their first steps in their
participation in the CIPM MRA. - The seminar will bring together NMI decision
makers with RMO representatives to develop
strategies to craft CMCs tables. - First workshop Muldersdrift (ZA), May 2-3, 2007.

19ACTION ITEMS RESULTING FROM THE 18th JCRB
- Action 18/1 RMOs are to develop a process to
monitor changes to the CMCs from their NMIs after
the results of a comparison. - Action 18/2 RMOs are asked to encourage NMI
Directors to provided designation information to
the Director of the BIPM via the form available
at the BIPM website. - Action 18/3 RMOs are asked to remind their
Technical Committee Chairs of - The Executive Secretaries of CCs shall be
informed in advance of all comparisons using the
form available in the JCRB website. - The Executive Secretaries of CCs shall forward
these forms to the KCDB Office. - Action 18/4 RMOs are asked to remind their NMIs
and Technical Committee Chairs that they must use
the get published Excel tables to request
modifications to existing CMCs. - Action 18/5 The JCRB has decided to establish a
Working Group to revise it rules and procedures. - The RMOs are to supply issues for consideration
to the JCRB Executive Secretary by 3 June 2007. - RMOs are to nominate a member of the new Working
Group by 14 May 2007. - The report of the Working Group should be
available 30 days prior to the September 2007
meeting so it might be discussed for approval by
the CIPM in November 2007.
20CIPM MRA LOGO
- A logo for the CIPM MRA is now available
forvoluntary inclusion in the calibration
certificatesof NMIs and DIs participating in the
CIPM MRA. - The purpose of the Logo is to draw the
attentionof the customers of NMIs and DIs
participating in the CIPM MRA,and other
interested parties, to the recognition by all
other signatories of the CIPM MRA of the validity
of the calibration certificates bearing it. - A new CIPM document (CIPM 2006-04) describing the
guidelines for the use of the logo is available
at the CIPM MRA section of the BIPM website. - Only the Directors of the NMIs or DIs interested
in using the CIPM MRA Logo can request the use of
the Logo from the Director of the BIPM. - The NMIs and DIs duly authorized to use the CIPM
MRA Logo will be listed in the CIPM MRA section
of the BIPM website. (authorized 55 laboratories)
