HB 3646 and TxVSN
  • The state will fund courses for students through
    TxVSN.
  • Starts 9-1-2009
  • But TxVSN is currently closed for registration
    and have sent Vision 2020 grantees to other
    providers outside the network.

HB 3646 - Providers
  • Providers will receive 400 for each student who
    successfully completes an electronic course if
    that course
  • Satisfies a curriculum requirement for
    graduation,
  • Is provided through the TxVSN
  • Is a part of a normal student course load.

HB 3646 - Providers
  • Receiving districts will receive 80 to reimburse
    them for administrative costs for each student
    who successfully completes an electronic course.
  • The Commissioner of Education has the authority
    to establish rules and interpret terminology.

  • Note Many things are still not known including
  • A definition of normal course load
  • A definition of successfully completes an
    electronic course
  • Many other policies and procedures.

  • The Vision 2020 grants cannot spend money on
    courses through TxVSN.
  • The Vision 2020 grants still have to spend their
    allocated amounts for online courses from other
    online course providers.
