CTSP Program History
  • Delaware Office of Highway Safety was founded in
    1967 to promote public safety through the
    administration and distribution of federal
    highway safety funds
  • The CTSP program was created in response to
    federal legislation (the Intermodal Surface
    Transportation Efficiency Act of 1991), which
    calls for local participation, and solutions to
    traffic crashes, injuries and fatalities on local
    roadways

Intermodal Act of 1991
  • The Act provides funding to continue the
    provisions of the National Traffic and Motor
    Vehicle Safety Act of 1966, and the Motor Vehicle
    information and Cost Savings Act
  • STATE AND COMMUNITY GRANTS - 402 PROGRAM
  • The Act expands the list of uniform guidelines
    for the State and Community Highway Safety Grant
    Program under 23 USC 402, requiring the Secretary
    to issue guidelines for programs on speed
    limits, occupant protection, impaired driving,
    motorcycle safety, school buses, law enforcement
    services, and the collection and reporting of
    data on traffic-related deaths and injuries

CTSP Program Responsibilities
  • The CTSP Coordinators are responsible for the
    development, implementation, and evaluation of
    programming initiatives in their respective
    counties to improve highway safety and reduce
    crashes, injuries and fatalities.

2008 Pedestrian Safety Facts
  • 21 fatalities (17 of all crashes)
  • 82 of fatalities occur between 6pm-midnight
  • 53 occur on the weekend
  • Average age 47 years old
  • 47 involve drugs / alcohol
  • Locations Milford, Seaford, Laurel and Dover
  • 2 fatalities in Sussex and Kent Counties
  • 28 injuries in Sussex County

Future Pedestrian Safety Initiatives
