Update

    with the national Hydrometeorological Aency and
    the Committee of Emergency Situations
  • Two donors (SDC and DFID) have indicated
    possibility of funding
  • Shelter/NFI cluster doing initial assessment of
    possible scenarios based on available data from
    previous years
  • Implementation Challenges/Issues
  • Lack of time to cover the whole country,
    concentrating only on most vulnerable locations
    identified by Hydromet and CoES

  • Progress to date
  • Despite warm weather, the energy situation is
    still critical Nurek water still sinking, any
    problem at Nurek HEPS will have major
    consequences
  • WB and UNDP have initiated processes for the
    procurement of Low Sulfur Residual Oil (Mazut)
  • 14th of March the last day for bids in UNDPs
    tender process. Once a supplier has been
    selected, 14 days delivery period expected
  • Implementation Challenges/Issues
  • Low interest of suppliers due to relatively small
    funding available (1.8 mln UNDP, 1.55 mln WB)
  • Preparedness for the next winter (alternative
    energy sources, fixing old heating stations in
    hospitals etc)

  • Due to unique situation, cluster is not running
    yet. Internal discussions within UNDP (field and
    HQ) continues on establishing the cluster.

  • Health Cluster activated and made operational
  • Initial rapid health assessment performed joint
    follow-up RHA being prepared for March-April
  • Emergency funding sources activated (CERF, Flash
    Appeal, bilateral, internal funds)
  • WHO in collaboration with MoH coordinates the
    health cluster response (distribution of
    health-related aid IEHK, generators, medical
    supplies, non-food items)
  • Monitoring of epidemiological situation and
    communicable disease surveillance
  • Building a disaster scenario and health risk
    profile for upcoming months
  • Implementation Challenges/Issues
  • Substantial lack of reliable data on morbidity
    and mortality
  • Deficient information available from the
    authorities about their activities and plans
  • Epidemiological situation is expected to
    deteriorate during spring months
  • Low response of some state agencies due to
    weakness of contingency plan
  • State interagency coordination mechanisms are
    powerless
