10Some History
1991 - ISTEA enacted, requiring 10 of
Surface Transportation Program (STP)
category be used for enhancements. 1993 -
Community Transportation Enhancement Program
(CTEP) established by MACO, League of
Cities and Towns, and MDT. 1998
TEA-21 - Tribal Governments added as
sub-recipients. 2005 - SAFETEA-LU
CTEP extended thru 2009.
11Federal Program Requirements
- 10 of Surface Transportation Program (STP) can
ONLY be spent on enhancement projects. - An Enhancement must be linked to the surface
transportation system. - All Federal-Aid Program requirements must be met.

12FUNDING FACTS
- PRESENTLY, ABOUT 4.5 MILLION IS SUB-ALLOCATED
YEARLY TO LOCAL AND TRIBAL GOVERNMENTS, OR, ABOUT
4.50 PER RESIDENT. - THROUGH THE LIFE OF CTEP (CLOSE TO 15 YEARS),
ABOUT 85M HAS BEEN SUB-ALLOCATED TO LOCAL AND
TRIBAL GOVERNMENTS. - INCLUDING LOCAL MATCH ABOUT 100M.
13Community Transportation Enhancement Program
(CTEP) Funded Projects
- Projects must qualify for one of the twelve
- categories to be eligible for funding under
- CTEP.
- Eligibilities include
- 1) Pedestrian and bicycle facilities
- 2) Landscaping and scenic beautification
- 3) Scenic or historic highway programs
- including tourist and welcome centers
- 4) Establishment of transportation museums
- 5) Historic preservation
- 6) Rehabilitation and operation of historic
- transportation buildings, structures or
facilities
- 7) Conversion of abandoned railway corridors to
trails - 8) Pedestrian and bicycle safety and
- education activities
- 9) Acquisition of scenic or historic
- easements and sites
- 10) Archaeological planning research
- 11) Environmental mitigation of runoff pollution
and provision of wildlife undercrossings - 12) Control and removal of outdoor advertising

Transportation Buildings, Structures or Facilities
- Typical projects would include the
- restoration or preservation of
- "publicly owned" railroad depots,
- locomotives, antique automobile
- museums and displays, etc.
- A project in this category must
- meet historic criteria which is defined
- as a property, building, or facility that
- is either on, or eligible for, the
- National Register of Historic Places
- (NRHP) or is determined by the
- State Historic Preservation Officer to
- be a strong candidate for nomination
- and acceptance to the Register.
