Title: CONNECTICUT REASONABLE CONFIDENCE PROTOCOLS PRESENTED TO CBIA

1
CONNECTICUT REASONABLE CONFIDENCE
PROTOCOLSPRESENTED TO CBIA
  • JEFFREY CURRAN
  • CONNECTICUT DPH
  • September 21, 2007

2
RCP DEVELOPMENT
  • Methods developed by DEP QA/QC Workgroup
  • Based on Mass CAM
  • Establish reasonable QC limits for major
    analytical methods
  • Define reporting limits
  • Require laboratories to narrate non-conformances

3
Methods Currently Posted
  • 8260 (VOC GC/MS)
  • 8270 (SVOC)
  • 8081 (Pest)
  • 8082 (PCB)
  • 8151 (Herbicides)
  • 8121 (VOC GC)
  • 1311 (SPLP)
  • ETPH
  • 6010 (Metals)
  • 6020 (Metals)
  • 7470/7471 (Mercury)
  • 7000 Series (Metals)
  • 9010/9012/9014 (CN)
  • 1312 (TCLP)

4
Methods Under Development
  • Mass VPH
  • Mass EPH
  • Method 8310 PAH's by HPLC

5
Some Concepts That May Be New To Labs
  • Report QC as required by method
  • Narration of non-conformances
  • Different QC criteria than used to
  • Calibration at Reporting Limit (RL)
  • New forms

6
QC Reporting
  • Some lab formats may be difficult to read
  • Work with your labs to make format user friendly
  • Lab are generally responsive to their customers

7
QC Criteria
  • Labs may have used different criteria in past
  • Reprogramming of LIMS
  • Analysts unfamiliar with new criteria

8
Narration
  • Some labs have never narrated reports
  • Work with your labs to make language
    understandable
  • Labs need to be detailed
  • Specific analytes and samples affected

9
Calibration at RL
  • Labs may not have been calibrating at RL
  • Will require more sensitive techniques in some
    cases
  • Expected some increase in analytical cost for
certain tests where RSR limits very low

10
New Forms
  • Lab Communication form - optional
  • Lab Certification form required
  • Must be signed

11
What About Other Methods
  • Obviously large number of methods not included in
    RCPs
  • Example 8141 for Organophosphorus pesticides
  • Use QC from equivalent method 8081
  • Deliverables the same
  • Narrate what criteria used

12
Demonstrating Equivalency
  • Assume lab wants to use different method for
    analytes
  • Example Method 8100 for PAHs (GC-FID)
  • Lab would need to have been approved by ELCP
  • Reporting limit must be met
  • Lab have documentation on file for inspection
  • Should notify data user prior to sampling
  • Equivalent QC criteria

13
Summary
  • RCP criteria should be achievable for labs
  • Standardized reporting
  • Narration of non-conformances
  • Data of known quality
