2Purpose of Title II-A
- To help school districts ensure that all students
have effective teachers who have the subject
matter knowledge and the teaching skills to help
all of their students achieve at high academic
standards, regardless of individual learning
styles or needs. - Focus of Title II-A Activities
- Recruitment, training/preparation, retention
- Professional development
3Needs Assessment and Planning
- Annual needs assessment resulting in a Plan to
meet Title II-A goals is required - Plan should coordinate with other federal, state
and local programs - Needs assessment and plan will guide the systems
actions and expenditure of funds

4Needs Assessment Must Address
- Highly qualified teacher and paraprofessional
goals/needs - Recruitment goals/needs
- Retention goals/needs
- Training goals/needs
- Professional learning goals/needs
- Class size reduction goals/needs, if funded
- Equity in quality of instruction for low income
and minority children compared to other students - Comparability in class size for low income and
minority children with other students

5Plan Must Include
- Prioritized list of needs from Needs Assessment
- Activities/strategies to address needs
- Aligned to prioritized needs
- Aligned to consolidated application and budget
- Plan for assessing the effectiveness of

(including CSR teachers and academic coaches) - Method(s) to be used to evaluate effectiveness of
activities

beginning for 2006-07 school year

- With the lowest proportion of highly qualified
teachers, - With the largest average class sizes, or
- Identified for school improvement.

New teacher is one who has been teaching for less
than a total of three complete school years.

- Academic major and teacher certification test in
subject(s) taught - Assigned to teach in field(s) listed on the
certificate

10Highly Qualified Veteran Teacher
Veteran teacher is one who has been teaching a
total of three or more complete school years.

- Teacher certification test or HOUSSE (or
major/concentration for Middle Grades and Special
Ed teachers) in subject(s) taught - Assigned to teach in field(s) listed on the
certificate
