Background
  • School districts that receive an increase of more
    than 10 in their New York State Foundation Aid
    and have a School in Need of Improvement are
    eligible for Contract for Excellence (C4E) funds.

Background
  • Massena Central Schools will receive an increase
    of 1,432,990 in Contract for Excellence funds
    for 2008-09.

Use of C4E funds
  • Fifty percent of these funds can be spent for new
    efforts to improve student achievement.
  • The remaining fifty percent can be spent to
    offset the cost of existing locally funded
    programs.

This increased State Aid must be spent in any of
these six categories
  • Class Size Reduction
  • Increased Time on Task
  • Teacher Principal Quality Initiative
  • Middle School High School Restructuring
  • Full Day Pre-K and/or Kindergarten
  • Model Programs for LEP/ELL Students

2008Public Hearing Assessment
  • There were no written comments received at the
    end of the public hearing comment period, August
    30, 2008.
  • Oral questions asked at the August 18, 2008
    public hearing are as follows
  • Questions were asked about the extended day
    program and the timeline for offering this
    program. A suggestion was made to start the
    program at the beginning of the school year and
    to extend the hours.
  • The response included information about the
    program and the current schedule. There will be
    a review of the program to determine if it can be
    offered sooner in the school year and have
    extended hours.
  • A question was asked about the time frame of the
    Jr. High SINI status and its impact on our C4E
    funding.
  • The response was that we are still waiting to
    hear about our 2008-09 SINI status from SED and
    that it will not have an impact on our C4E
    funding this year. If the Jr. High gets off the
    SINI list this year, we will still get C4E
    funding.
  • There were no suggestions or complaints as to the
    C4E contract plan.
