South Plains Tech Prep Facts
  •  31.2 of regional high school students are
    enrolled in Tech Prep college prep programs
    (State average 14)
  • Tech Prep students in the South Plains have
    higher graduation rates, lower dropout rates,
    increased college attendance rates, and higher
    TAKS scores!
  • 6,525 regional students took Tech Prep classes
    in 2008-2009
  • 461 Tech Prep programs articulated between 49
    ISDs and South Plains College

  • More than 3,239 juniors and seniors from 50 high
    schools attended Career Expo with more than 625
    college and business representatives provided
    exhibits at the Career Expo
  • 35,000 was awarded to regional high schools
    through grants
  • 550 educators participated in Tech Prep
    professional development
  • 750 juniors from 52 high schools spent the day
    with a business mentor on Tech Prep Groundhog Job
    Shadow Day with 384 businesses and schools
    providing mentors.

Texas Works highlights many statistics and
findings
  • The number of jobs requiring technical training,
    certifications or associate degrees is outpacing
    the number of people available to fill them
    despite the fact that many pay above-average
    salaries.
  • A growing number of employers across the state
    is raising the alarm about the need for more
    skilled workers.

  • Multiple paths to high school graduation and
    postsecondary training and education will help
    reduce the skilled-worker gap and could help
    reduce dropout rates current state policy
    focuses on a single path to a four-year degree.
  • Texas population projections point to a less
    educated work force if the state continues on its
    current path, negating the economic advantage of
    a younger average working population.

  • Funding to public two-year institutions has not
    kept pace with the high demand for vocational,
    technical and associate degree training, even
    though these investments have high returns.

Legislatures Fund CTE
  • In spite of a 9.1 billion state budget
    shortfall, lawmakers boldly extended 46 million
    to support CTE. CTE appeared in the two most
    significant education bills of the session
    School Finance (HB3646) and Accountability (HB3).
  • Lawmakers themselves diffused the myth that CTE
    is not just for kids who wont make it in
    college. The complexity and value of CTE was
    revealed and lawmakers made a commitment to
    support it.  When 85 percent of jobs require
    skills training and not a four-year degree,
    education that provides a return on investment
    becomes a priority.

  • Approved also was 20 million annually in new
    funding for CTE and 500K annually in financial
    subsidies for licensure and certification exam
    fees leading to high-skill, high wage or
    high-demand occupations.
  • High school CTE students that follow a coherent
    sequence of courses, either CTE or Tech Prep
    (classes count as college credit at SPC) now draw
    an additional 50 through formula funding and the
    state pays exam fees for students earning
    licenses and certifications regardless of their
    economic status

Texas Legislature Supported CTE
  • District may use textbook credits for the
    purchase of equipment, electronics and software
    from the conforming and non-conforming lists of
    approved instructional materials.  
  • Districts may contract with community and
    technical colleges for dual credit courses
    regardless of service delivery area if the local
    college is unable to provide the requested
    course.

  • The state board of education must update CTE
    courses when corresponding courses in the
    Workforce Education Manual are updated.
  • A grant that requires matching funds is available
    for colleges to develop new CTE courses that
    satisfy math and science credits and lead to
    high-demand occupations.
  • Students are now required to complete at least
    one fine arts course in middle school.

  • New flexibility in the recommended high school
    plan requires four credits each in the four
    foundational academic areas, two credits for
    languages other than English, one credit for fine
    art and one credit for PE, leaving six credits
    not prescribed by the state. Students are not
    required to earn credits for technical
    applications, health and speech.
  • The commissioner of higher education is not
    required to establish a method for uniform GPA
    calculation that would exclude CTE courses.

    follow your schools process for submitting grant
    proposals.
  • School applicant MUST have reported 3 on PEIMS
    for 2008-2009. List can be found at
    www.southplainscollege.edu/techprep
    (also available in your folder).
  • Grant applications due by 400 p.m. on Tuesday,
    October 23rd and can be submitted electronically
    without the superintendents or principals
    signature.

ATC Teacher Requirements
  • Requirement 1 The teacher must have a
    baccalaureate degree or higher with a major in
    the teaching discipline.ORRequirement 2 The
    teacher must have a minimum of an associate
    degree and 3 years verifiable non-teaching work
    experience directly related to the teaching
    discipline.

ATC Training Approval
  • Part I provided online, www.atctexas.org.
  • Your local cluster meeting can count as part II
    training as long as it is part of our breakout
    sessions on competencies.
  • You must have your Part II form filled out and
    have the college instructor sign off on it today
  • Leave it on the table in front for us to submit
    to the state.
  • Check the new crosswalk for changes to the
    program!!

  • Students
  • Enter personal information and register for Tech
    Prep classes.
  • Teachers
  • Create own user account, create classes, record
    grades competencies, and print information for
    each student.
  • Counselors, CTE Directors, and School
    Administrators
  • Ability to view all classes and student
    information at their school, download reports
    statistics for the year, view teachers, classes
    and rosters. Can only view information but may
    not enter or change information.
  • School District Staff
  • View all information for their school district.
    Can download statistics and annual reports.
  • Tech Prep Staff
  • View all information on schools. Can retrieve
    usernames for teachers and students. Send mass
    teacher e-mail, print mailing labels for
    students, view reports.
