2004
2
SQAS Distributor/ESAD-II is
  • A document developed jointly by chemical
suppliers and distributors for use in one single
    assessment of distributors offering
    simultaneously
  • A measurement of the commitment of distributors
    to their Responsible Care programme
  • A common tool for suppliers to evaluate, against
their individual requirements, the safety, health
    and environmental performance of their
    distributor.
  • Objective
  • Ensure that distribution be carried out in a safe
and quality manner for the protection of
employees, the public and the environment.

3
Benefits of ESAD
  • For the Chemical Industry
  • Encourages adoption of uniform quality standards
    -gt reduce risks
  • Enhances confidence in chemical products -gt
    sustainability
  • For Distributors
  • Avoids multiple assessments by individual
    suppliers
  • Offers Independent and uniform assessment of
    Responsible Care
  • Develop appropriate Improvement plans in
    partnership with suppliers
  • For Producers
  • Avoid multiple assessments of distributors
  • Offers Independent and uniform assessment of HSE
    performance
  • Helps in the process of selecting distributors
    and improvement areas

4
Why an ESADII?
  • ESAD I Background
  • ESADI was developed by FECC and CEFIC in 1998
  • Less than 50 distributors sites assessed since
    1999 due to
  • Absence of appropriate management structure
  • Perception FECC regarded ESAD as a good tool
but lacking of producers commitment and
    inconsistently implemented
  • Incomplete coverage of producers HSE requirements
  • CEFIC FECC expectations
  • Transform ESAD into an acknowledged standard
widely used by the chemical industry and
    demonstrating commitment to Responsible Care
  • In 2002 FECC and CEFIC agreed to develop jointly
an ESAD service structure in line with CEFIC SQAS
    criteria

5
What is SQAS ?
  • A system to evaluate the quality, safety and
    environmental performance of logistic service
  • providers in a uniform manner by single
  • standardised assessments carried out by
  • independent inspectors

6
SQAS / ESAD-II
  • SQAS addresses Logistics Service Providers, who
render transportation services to the Chemical
    Companies.
  • ESAD-II addresses Chemical Distributors, who are
the customers of the Chemical Companies (
    Producers).

7
SQAS Coverage

8
Pillars of SQAS

  • training, accreditation scheme, and quality
    monitoring.

  • Assessed Distributor, who defines the access
    to it.
  • Functionalities for analysis (queries, lists,
    templates)
