- INPUT 2005
- Accra, 2 décembre 2005
2SUMMARY
1 Automation of the Air Traffic Control
2 - Surveillance capabilities
3 Navigation capabilities
4 Regional Projects
3ATM situation in AFI Region
- In the last 5/7 years, AFI Air Navigation
Services Providers have carried out tremendous
efforts to - Improve communications services (fixed and
mobile), - VHF/VSAT networks (ASECNA, SADC, CAFSAT,..)
- NAFISAT project
- Migration on a common satellite
- Implement Air Traffic Control automation systems,
- Implement surveillance systems (secondary radars,
ADS-B C) - Develop Global Navigation Satellite System
4SUMMARY
1 - Automation of ATC
2 - Surveillance capabilities
3 Navigation capabilities
4 Regional Projects
5ATC Automation systems (before 2000)
Automated ATC
Limited or no Automation
Note FIRs as today
6ATC Automation systems ( 2006)
Automated ATC
NO Automation
7SUMMARY
1 Automation of ATC
2 Surveillance systems
3 Navigation systems
4 Regional projects
8Surveillance situation (before 2000)
Tunis
No surveillance
Radar coverage
9Surveillance situation ( 2006)
Tunis
ADS-C
No surveillance
Radar coverage
10Surveillance issues in AFI Region
- Lack of reliable surveillance
mainly due to - Difficulties or high cost of implementing/maintain
ing SSR in remote areas, - Traffic not sufficient to justify SSR coverage,
- Slow rate of new C,N S equipage,
- High cost of some C,N S equippage,
- Numerous old and analog A/C in regional fleets,
- Difficulties to secure scarce capital funds by
ANS providers and airlines or aircraft operators
11IATA position
- Extracts from IATA ATM Implementation Roadmap
(2005) - Surveillance is a fundamental enabler of ATM
- The partial or complete lack of adequate ground
based surveillance is a major safety and capacity
issue - Mode S Secondary Surveillance Radar is supported
where justified - IATA encourages the development and
implementation of automatic air ground position
reporting, using inter alia, ADS and ADS-B ...
12Recent Trials ASECNA Dakar
July 2005
13Recent Trials ICAO APIRG 15th, Kenya
September 2005
14Conclusion about surveillance
- ADS-C
- Airlines should take benefit of ADS-C
- ADS-B
- is a valuable and cost effective solution for
surveillance for AFI - comes as a complement to existing ADS-C and
radars - Avionics is the key issue for successful ADS-B
implementation - RADAR
- traditional surveillance means must be
implemented, pending for the availability of new
technologies (ADS-B)
ICAO, AFI ANSP, IATA and regional airlines
representatives should develop a sound business
case regarding surveillance systems
15Summary
1 - Automation of ATC
2 - Surveillance systems
3 Navigation systems
4 Regional projects
16Navigation
- Air Navigation in Africa (and worldwide) still
relies on a costly network of ground based
systems. This system has some limitations, thus
explaining the growing trend to use Satellite
based navigation (GPS) - Since 1996, African States have recognized the
benefits of using Space Based Satellite
Augmentation systems, summarized as follows - Improvements in safety by mitigating against the
limitations of conventional navigation. - Cost savings through less reliance on ground
based systems. - Cost savings by avoided diversions using APV I.
- Improved safety an enabler for future
surveillance techniques ADS-C or ADS-B. - Offer Multimodal capabilities
-
17SUMMARY
1 - Automation of ATC
2 - Surveillance systems
3 Navigation systems
4 Regional projects
183 Regionals Projects
- Air Traffic Control
- Study the implementation of regional upper
airspace centres for the management of the
western and central Africa upper airspace - Surveillance
- Improvement of the surveillance capability, by
developing ADS-B capabilities - Navigation
- Implement the GNSS satellite based augmentation
system based upon EGNOS that will enable approach
with vertical guidance (APV-I) capability to
improve aviation safety and efficiency in a cost
beneficial manner
