FACTS
  • Homelessness in the U.S. continues to increase-
    42 in Missouri in a 3 yr period
  • If every eligible person received a subsidy
    voucher today, they could not find a decent
    safe place to live in order to utilize the
    voucher
  • Millions of dollars come to Missouri each year
  • Housing costs far exceed income - housing wage
    in MO is over 14.00 an hour
  • And yet
  • Affordable housing is never on a political
    platform

Housing Monies in Missouri
  • Federal and State Housing funding is allocated to
    five different state agencies
  • Missouri Housing Development Commission
  • Department of Economic Development
  • Department of Natural Resources
  • Department of Social Services
  • Department of Health and Senior Services

Missouri Housing Development Commisssion(MHDC)
  • States Housing Finance Agency
  • Established in 1969
  • Does not build or renovate housing itself
  • Provides financing for building and renovating
  • Most programs operate as a public-private
    partnership
  • HOME funds are block granted to state
    entitlement areas from HUD
  • Tax credits, HeRO(home repair opportunity)

Department of Economic Development(DED)
  • is composed of agencies that execute statutory
    requirements and department policy in the areas
    of community, economic and workforce development,
    as well as the regulation of financial
    institutions, utility companies and various
    licensed professionals.

  • Community Development offers several grant and
    tax credit programs
  • Largest one is Community Development Block Grant
    (CDBG) - over 30 million a year from HUD
  • Specifically meets the needs of not-for-profit
    organizations, community groups, and local
    governments
  • Infrastructure improvement, housing, and
    community facilities

Department of Natural Resources Low-Income
Weatherization Program
  • Established in 1977
  • Block granted monies from Dept. of Energy
  • Targets physically disadvantaged, the elderly,
    children and others hit hardest by energy crisis.
  • 6,004,549 budgeted for FY 05
  • 1,640 units will receive weatherization
  • The average cost per unit will be 3,661
  • Funds distributed through Community Action
    Agencies

Department of Social ServicesEmergency Shelter
Grant Funds
  • Block granted funding to states entitlement
    areas from HUD
  • 1.3 million to the state
  • Funds shelter grants to local governments for
    Missourians who are homeless due to a chronic
    disability, personal, economic or environmental
    crisis or shortage of low-income housing
  • 95 non-profits received funding last year

Department of Health Senior Services Housing
Opportunities for People with Aids (HOPWA)
  • Block Granted to state, KC and STL from HUD
  • Provides rent and utility assistance to
    low-income HIV/AIDS clients
  • Used in conjunction with Ryan White funds
  • Must be receiving case mgmt services

Continuums Of CareFunding for those who
experience homelessness
  • Ten Continuums in the State (KC, North KC, St.
    Joe, St. Louis City, St. Louis County, St.
    Charles, Joplin, Springfield, Independence/Lees
    Summit and balance of state (94 counties)
  • Is a competitive process, not block granted as
    other funding from HUD
  • Amount available is a pro rata, which is a
    formula based on population and poverty
  • An additional bonus has been offered last three
    years which may be awarded for a permanent
    housing project that is ranked 1

HUD PHILOSOPHY
  • Most of the more than 32 billion that HUD
    administers is provided directly to State and
    local governments and PHAs to address locally
    identified, priority housing and community
    development needs. HUD believes these resources
    should promote comprehensive, coordinated
    approaches to address community conditions.
    Housing assistance, public housing
    revitalization, economic development, and other
    community development strategies work best when
    jointly implemented at the local level.

    the Department
  • Increase homeownership opportunities.
  • Promote decent affordable housing
  • Strengthen communities.
  • Ensure equal opportunity in housing.
  • Embrace high standards of ethics, management, and
    accountability.
  • Promote participation of grassroots faith-based
    and other community-based organizations.

HUD POLICY PRIORITIES
  • In addition, Secretary Alphonso Jackson has
    established several policy priorities for the
    Department. In addition to those already
    mentioned they are
  • Visitability in new construction and substantial
    rehab
  • Universal design
  • Increase homeownership and rental opportunities
    for low and moderate income person, persons with
    disabilities, the elderly, minorities and
    families with limited English proficiency
  • End chronic homelessness within 10 years (2012)
