established by Regulation (EC) 1406/2002 of the
European Parliament and of the Council of 27th
June 2002. - Its main goal is to play a leading role in

- Traffic Monitoring Directive (2002/59/EC)
- Following the accident of the cargo ERIKA off the
French coast in 1999, the European Union has
adopted several directives for improving the
prevention of accidents at sea and the fight
against marine pollution. - Especially as follow-up of the PRESTIGE accident,
there was a large political pressure in Europe
that could be summarised into one simple question
- How is it possible that we do not know what is
sailing in front of our coastline

- Directive 2002/59/EC aims at establishing in the
Community a vessel traffic monitoring and
information system with a view to enhancing the
safety and efficiency of maritime traffic,
improving the response of authorities to
incidents, accidents or potentially dangerous
situations at sea, including search and rescue
operations, and contributing to a better
prevention and detection of pollution by ship.

- Article 6 of Directive 2002/59
- Use of automatic identification systems
- 1. Any ship calling at a port of a Member State
must, in accordance with the timetable set out in
Annex II(I), be fitted with an AIS which meets
the performance standards drawn up by the IMO. - 2. Ships fitted with an AIS, shall maintain it in
operation at all times except where international
agreements, rules or standards provide for the
protection of navigational information.

- Article 9 of Directive 2002/59
- Infrastructure for ship reporting systems, ships'
routing systems and - vessel traffic services
- 1. Member States shall take all necessary and
appropriate measures to provide themselves
gradually, on a time-schedule compatible with the
timetable set out in Annex II(I), with
appropriate equipment and shore-based
installations for receiving and utilising the AIS
information taking into account a necessary range
for transmission of the reports. - 2. The process of building up all necessary
equipment and shore-based installations for
implementing this Directive shall be completed by
the end of 2007. Member States shall ensure that
the appropriate equipment for relaying the
information to, and exchanging it between, the
national systems of Member States shall be
operational at the latest one year thereafter.

- AIS objectives
- The AIS on board can send and receive ship
information (such as ship identification, ship
characteristics, position, speed heading etc.)
between other ships and shore-based AIS stations.
- The overall purpose of AIS is to identify
vessels, assist in target tracking, provide
information to assist in collision avoidance and
to compile the traffic image of the area.

Preample (17) of the Directive 2002/59 Informatio
n management centres ought to be set up in the
Communitys maritime regions so as to facilitate
the exchange or sharing of useful data in
relation to traffic monitoring and the
implementation of this Directive. The M.S. and
the Commission should also endeavour to cooperate
with third countries to achieve these objectives.

Article 5 of the EMSA regulation 1406/2002 At
the request of the Commission, the Administrative
Board may decide, with the agreement of the
Member States concerned, to establish the
regional centres necessary in order to carry out
tasks related to the monitoring of navigation and
maritime traffic, as provided for in Directive
2002/59/C.

Regional traffic monitoring centres (Workshop 27
28 Jan. 2005) The workshop supported the
concept of developing the regional traffic
monitoring centres in virtual mode (national
centres sharing the same traffic image without
creating a physical central centre. Some of the
benefits of the concept are (a) The full real
traffic image of all vessels fitted with AIS and
sailing in the selected area would be
relayed between the coastal stations in real time
mode. (b) The Member States of the region
will be able to elaborate on statistics on
traffic entering and leaving a specific area and
to identify general navigation patterns.
This would enable proper risk assessment in
specific areas, and help to improve the
decision making process regarding
recommended safety of navigation measures. The
development of a physical centre needs to be
further studied in regard to technical, financial
and administrative implications,

Need to develop a system that collects data from
several countries AIS systems, generates
statistics from the received AIS data, and
distributes the data received to the real time
data subscribers. When a number of AIS systems
want to share data, it is optimal to have a
central system that receives and distributes
data to all the involved parties. Need to
define system's interface and functionalities.

- Suggestions / perspectives
- 1. The SS project is important for EMSA since is
an initiative related to the Directives 2002/59
requirements. - 2. The SS project is based on the concept of the
regional centers which is one of the EMSA
tasks. - 3. The SS project covers one of the 5 E.U. sea
areas (the others are Baltic, Atlantic, Med W and
Med E). - 4. The SS project exploits E.U. funds for the
development of transnational task at the North
Sea area. - 5. The SS project procedures and technical
standards may be used as a model for the other
E.U. sea areas.
