Describing the degree of need
  • The Educational Needs Profile is a method used by
    school communities to measure the degree of
    adjustments, curriculum accommodations and
    provisions and/or supports that a learner with
    disabilities needs to .

  • World Health Organisation (WHO)
  • DDA - Disability Standards for Education (Draft
    2004)
  • Current SA practice, trials and research

WHO Influence
  • Disability - an umbrella term for impairments,
    activity limitations, participation restrictions,
    disease and/or health conditions
  • WHO developed the ICF a tool for describing and
    costing the impact of disability on participation
    in life activities
  • WHO wanted to develop common terminology to
    describe the needs of a person with a
    disability to enhance functional capacity and
    improve performance

WHO Key principles
  • Diagnosis/labels do not predict service needs or
    provide information for planning and management
  • Disease and health conditions are placed on an
    equal footing
  • A persons capacity is increased and performance
    maximised when barriers are removed and
    interventions or treatment provided

Main Principles underpinning ENP
  • To move from descriptions of disability to
    descriptions of need
  • To move towards a more congruent system of
    identifying need and for providing support to a
    targeted group
  • To place the process of identifying needs and the
    provision of support as a partnership between the
    school, parents and services
