2Introduction
- During this session we will be looking at 5 areas
of standardization activity in Europe that - complement NATO standardization
- explore opportunities for centralisation and
resource sharing - improve standardization management processes and
tools - benefit the UK stakeholders IPTs, Defence
Industry etc
31. Defence Standards - Multinational Users
- We continue to support the development of
Standards and STANAGs within NATO - But NATO standardization projects need the
support of a significant number of nations - This can lead to some standardization projects
being shelved despite their importance to a
number of nations - Hence EDA Nations (and others) have agreed to
cooperate on national (not European) defence
standards that meet the needs of many nations
4Benefits
- Higher quality standards - more likely to be
recognised as best practice internationally - Reduction in number of standards developed -
making standards selection and evaluation process
easier - Development/maintenance costs and expertise are
shared - A quick turnaround - one nation manages and
publishes the standard e.g. as a UK Defence
Standard
5The First Candidate
- Denmark, Germany, Finland, Netherlands, Norway,
Switzerland and the UK agreed to develop a
standard anti-icing and de-icing fluid for
aircraft runways with Germany as the Lead Nation - Collaboration resulted in laboratory savings and
the sharing of expertise - A 2 column VG/UK Defence Standard in German and
English completed
6Next Areas of Cooperation
- UK and DEU agreed to work together on Defence
Standards for Fuel Cells with UK being the Lead
Nation - A generic standard and a supplementary standard
for a Self Contained Man-Worn Portable Methanol
Fuel Cell System have already been drafted USA
and Sweden are among those interested - Other nations are currently looking at possible
candidates for standardization cooperation
including water purification and packaging
72. EDSIS - Now
- The European Defence Standards Information System
(EDSIS) was originally designed to allow European
MOD standardization organisations to list their
major defence standardization projects and invite
multilateral cooperation (from MOD and Industry) - (UK standardization projects are either new
Defence Standards, major revisions to existing
Defence Standards or the upgrade of Interim
Defence Standards to full status)

9EDSIS Impending Changes
- EDSIS is being expanded to encourage nations to
debate the need for the proposed standardization
projects i.e. to provide information relating to
extant standards that could negate the need for
such projects e.g. - where there are civil standards could they be
amended to meet the Lead Nations defence
requirements? - where there are a number of Defence Standards
could they be cancelled in favour of one standard?
10EDSIS - Ambition
- To move from a Standards Information System to a
Standardization Information System by providing a
forum for - EDA and new NATO standardization projects
- obtaining/accessing standards used in defence
procurement - Industry and MOD standardization
problems/solutions - national/international key policies and
procedures - new civil standards projects/impact
- emerging European legislation/impact
11EDSIS Development Benefits
- The forum would allow
- Industry to air standardization issues relating
to the selection and use of standards,
standardization gaps, preferred standards,
standards proliferation - civil standardization organisations to provide
early visibility of standardization projects that
would have an impact on the defence environment - EDA to advise of emerging European legislation
and associated documentation, such as EU
Directives and interpretative communications that
impact on the defence environment
123. EHDP Standards Selection Tool
- CEN WS10 is responsible for the development and
maintenance of the European Handbook for Defence
Procurement (EHDP) - The WS10 Expert Groups have 3 important roles to
play as far as identification and selection of
standards is concerned i.e. to - identify best practice standards
- provide recommendations on their use
- identify standardization gaps

- a recognized European standards portfolio
- guidance in defence procurement matters for
emerging and future armament programmes
184. EDA Studies
- One of the advantages of working with the
European Defence Agency is the opportunity to
provide a business case for studies that impact
on our national activities - We are currently studying the role of Industry in
the development and application of standards
19EDA Study Key Subjects
- Industry involvement in the
- standards development process
- identification of standards for use in contracts
- Problems encountered with
- standards during the ITT and contractual
negotiation stages - standards during the life of the contract
- the maintenance of old equipment built to
standards that have been superseded
20EDA Study Additional Aims
- The aim of the study is also to provide the
standards stakeholder community with advice on - the use of prescriptive and performance based
standards - the application of civil standards in the defence
environment - maintaining the defence requirement in civil
standards
21EDA Study Greater Industry Involvement
- The study will try and identify those specific
areas where Industry should have more involvement
in the decision making processes related to the
defence standardization environment, with the aim
of - improving MOD/Industry interfaces
- reducing the proliferation of standards
- ensuring greater use and more effective
maintenance of the EHDP - encouraging greater use of EDSIS
225. Defence Standardization Benchmarking
- The Materiel Standardization Harmonisation Team
(MSHT) is currently conducting a series of
benchmarking exercises leading to - improved working practices both nationally and
on an international basis - the identification of a defence standardization
management model which captures the best
practices of the member nations
23Generic Benefits
- Nations new to standardization management have a
model to develop their organisations against - Nations experienced in standardization management
can review their operating methods against
perceived best practice - Provides an opportunity to examine best practices
with a view to centralising standardization
functions on a European basis and spread the
costs - Provides a baseline for enhancing current best
practice, both nationally and collectively
