5 Successful coordination experiences of BKTF
- I. National Strategy Against Trafficking in
Children (2003-2004) - Lobbying with government during the drafting
process of the Strategy to highlight issues
related to protections of at-risk or trafficked
children and provision of services - International organizations (members of BKTF and
of the Advisory Board) lobby with main
international partners, such as Stability Pact - Government recognized BKTF comments and called
for concrete contribution - BKTF establishes technical working group and
drafts relevant amendments - All amendments were accepted
- Concurrently government requests contributions on
the Action Plan of the Strategy - BKTF establishes a new technical working group
and drafts relevant comments - Result Most comments were accepted. Unaccepted
comments still constitute main problems of the
Action Plan, such as timelines and financial
resources. -
6II. Bilateral agreement for the protection of
trafficked children between Albania and
Greece(2003- 2005)
- The problem was identified and presented by
member organizations TDH and NPF - Internal lobbying with Minister of State and
Ministry of Public Order - Lobbying in Greece at several international
conferences cooperating with partner NGOs
(ARSI) and the Greek Ombudsman and with
international monitoring organizations, such as
the Stability Pact - Albanian government establishes a technical
working group with the participation of BKTF to
draft the agreement BKTF was requested to
produce the first draft of the agreement - BKTF draft was accepted and sent for comments to
the Greek side - The Greek side accepts 90 of the draft and
sends it back to the Albanian side - Albanian side requests again comments from BKTF
- BKTF establishes a working group composed of
member organizations and government
representatives (first meeting held after two
days).
7Future challenges
- Continuation of partnership/monitoring of the
new government in relation to the implementation
of the National Strategy Against Child
Trafficking - Signing and implementation of the agreement with
Greece - Establishment of a Child Protection System and
of a permanent referral system for victims of
trafficking and at-risk children - Turning best practices into institutional
operational models.
