Fuel, Fuel, Fuel
  • Skyrocketing Cost! With effect as from 2 July
    2008, the Fuel Adjustment Factor ("FAF")
    applicable to shipments received on or after that
    date shall be 625/20' and 1250/40' - 45'.
  • The 40 container rate from Europe to East Coast
    is currently around 5600
  • Need an International Fuel surcharge for HHG
    agents

Port Security/Cargo Security Initiatives
  • The 10 2 Rule This new rule which is part of
    the new Importer Security Filing (ISF) will
    require the Importer of Record to provide CBP 10
    separate data elements and two data sets within
    24 hours prior to loading of the container at a
    foreign port. Final rule will be enforced in the
    next 6 to 9 months. The objective is to identify
    high-risk cargo "...prior to loading of such
    cargo on vessels at foreign ports" The goal of
    the 102 requirement is to provide an alternative
    to 100 examination of the millions of import
    ocean cargo containers
  • The 10 data elements - to be supplied by the
    shipper/importer or her agent are
  • 1. Manufacturer Name Address
  • 2. Seller name Address
  • 3. Container Stuffing Location
  • 4. Consolidator Name Address
  • 5. Buyer Name Address
  • 6. Ship to Name Address
  • 7. Importer of Record number
  • 8. Consignee number
  • 9. Country of Origin
  • 10. 6 Digit HTS number
  • The 2 data elements to be supplied by the
    carrier
  • 1. Vessel Stow Plan
  • 2. Container Status Messages

Port Security/Cargo Security Initiatives
  • 100 Screening of Containers Inbound to U.S.
    Ports A 2007 Amendment to the Safe Port Act
    proposes a requirement that 100 of inbound
    containers must be electronically scanned at the
    origin port by July 2012.
  • High Security Bolt Seal Requirement By October
    15, 2008 seals must meet a standard that
    currently not all seals meet.
  • Automated Export System (AES) July 2, 2008
    new regulation mandated that the filing of export
    information done via AES. No more paper Export
    Declarations! They are now referred to as
    Electronic Export Information (EEI)

  • Container shortages with the strength of the
    Euro and other foreign Commodities a great deal
    of traffic is moving outbound from the U.S. Not
    as much coming back in! Chassis and Containers at
    times have been in short supply.
  • HHG considered High Risk Cargo - Physical
    inspections are up and the damage and loss that
    results is on the increase.
