Phase 1 High Level Objectives
  • Develop Concept of Operations (ConOps) documents
    that describe innovative products, services or
    techniques made possible through the use of the
    Clarus system
  • Continue to expand the systems database and
    promote participation in the initiative

Phase 1 Team-based Approach
  • Teams were required to have at least 2 members
    (e.g. 2 States or 1 State 1 Province)
  • Had to include a designated lead team member (a
    U.S. State DOT)
  • State Local DOTs and Canadian Provincial DOTs
    were eligible to be team members
  • Interaction with NWS Weather Forecast Offices and
    private sector was encouraged

Phase 1 ConOps Business Solutions
  • Teams will create ConOps
  • Based on the IEEE Standard 1362-1998, System
    Definition, Concept of Operations
  • Documenting innovation in products, services or
    technologies that result in new or improved
    private sector solutions
  • Are technology neutral and do not involve
    proprietary designs
  • ConOps can be a compilation of innovations from
    one or more team members

Phase 1 Providing ESS data to Clarus
  • As part of the demonstration process,
    participating DOTs have agreed to
  • Provide ESS observations
  • Provide ESS metadata

Phase 1 Milestones
  • RFA was posted on 10/1/06
  • RFA closing date was 12/1/06
  • Up to five teams could be awarded via cooperative
    agreements
  • Each team eligible to receive 150K
  • Period of performance 9 months
