2NAR Hardware Subcommittee
- New Chairman Joe Perez
- 5 Docket Task Forces, 0 New TF
- 1 Docket Task Force will present recommendations
- 2 Previously Closed in April 06- No
Recommendations
3NAR Hardware SubcommitteeDocket Structure
4NAR Hardware Team I.F.A.R.R.
- ISSUEs Issues established with discussions by
subcommittees - FACTs What does the data show? Deal with the
facts!! - ANALYZE What is the root cause of the
components NAR. Is the problem really
attributable to the design of the component? - RECOMMENDATIONs - Develop potential conceptual
solutions addressing the root cause. What can be
done to the component to ensure it does not leak? - RESULTS - NAR Subcommittee makes recommendation
to AAR TCC to start a Task Force to look at
potential new requirements -
5NAR Hardware SubcommitteeNH-2005.2 Hinged
Bolted MW Covers
- Actions
- Push for torquing standards through other subs.
NOT Established - Further Discussion/Investigation/Research
- Recommend or mandate use of softer gasket matls
- Recommend the use of 8 bolt manway covers
- Reduce the use or eliminate the use of classic
hinged and bolted manway covers
6NAR Hardware SubcommitteeNH-2005.2 Hinged
Bolted MW Covers
- Elimination of H B manway covers
- Query shippers on need for convenient use of the
manway cover. - Frequency of opening
- Splash loading vs. closed loop
- Venting purposes
- Tank entry, Cleaning, and Visual Inspection
access - Suggested distribution of ACC API members for
survey. - IS THERE A NEED FOR HB MANWAY??
7NAR Hardware SubcommitteeNH-2005.3 Shear
Plane Arrangement
- Actions
- Use of gaskets that allow for centering and
better sealability (e.g. pinwheel gaskets) with
fasteners and arrangements that accommodate
shearing of the valve to nozzle connection
Closed in April '06
8NAR Hardware SubcommitteeNH-2005.4.1
Eliminate VRVs
- Actions
- Decision to allow car manufacturers and owners
continue to require Vacuum Relief Valves as
standard on non-pressure cars. Shipper can
request their elimination based upon knowledge
and control of the operation of the cars.
Closed in April '06
9NAR Hardware SubcommitteeNH-2005.4.2 VRV Design
Concerns
NAR Trend 2001 -2005
Estimated
10NAR Hardware SubcommitteeNH-2005.4.2 VRV Design
Concerns
- MANY Potential Recommendations.
- Provide design that is less prone to leak in a
roll over condition - Enhanced Seal Design Quad Seal Rings vs.
O-Rings - Review Test Protocol for New Valves (Reseating
Capabilities) - Use of Corrosion Resistant Seats/Valves (e.g.
Stainless Steel) - Providing the Stem Profile Below the Body Casting
- Tying the Cap to the Valve Body and not the Stem
- Investigate whether higher Vacuum Rating
Pressures may assist the seating and reseating
characteristics of the valve
11NAR Hardware SubcommitteeNH-2005.4.2 VRV Design
Concerns
- WHERE TO FOCUS? No progress on recommendations
- VRV NAR is not high compared to other NARs on
NON-Pressure cars - Still warrants subcommittee to move forward on
recommendations, but WHICH ONE
12NAR Hardware SubcommitteeNH-2005.4.2 VRV Design
Concerns
WHERE TO FOCUS? 2003-2005 Causes

Threaded Connections
14NAR Hardware SubcommitteeNH-2006.1.1 PRDs
Springs on AA Cars
- Proposal
- Mandate the use of a Corrosion Resistant Spring
on an AA PRD (was written as Aluminized) - Background
- SCC issues on carbon steel springs in AA service
- DOCKET T90.13 ALREADY EXIST
- Research and Data
- Stainless steel (or other alloys) springs
- Other protection (coatings, etc.)
- Increased inspection intervals
- Enhanced inspection techniques
- Lower O2 levels in tank (N2 pads)
- Lower stress levels in springs
15NAR Hardware SubcommitteeNH-2006.1.1 PRDs
Springs on AA Cars
- AAR/BOE database the use of aluminized, SST (or
other alloy) springs, protective coatings can not
be queried. - Also inspection intervals, enhanced inspection,
Oxygen level in cars can not be queried. - Low Activity from this subgroup
16NAR Hardware SubcommitteeNH-2006.1.2 PRDs
(Valves) O-Rings
- Discussion
- Issues with O-Rings in service on PRDs (Valves)
- Research and Data
- Where is the problem?
- Deterioration
- Misalignment
- Missing
- Incompatible
- Incorrect Size
- Low Temperature capabilities of common elastomers
17NAR Hardware SubcommitteeNH-2006.1.2 PRDs
(Valves) O-Rings
18NAR Hardware SubcommitteeNH-2006.1.2 PRDs
(Valves) O-Rings
- AAR/BOE Database O-ring material can not be
queried. Can not conclude, unless
shippers/owners provide the information. - What causes deterioration? Need to investigate
- Qualification Dates (age of O-ring) Need to
investigate. - Low Temperature capabilities of common elastomers
- DuPont (Chief Engineer) consultant added to team
