CHALLENGES
  • RoW- Time and exorbitant Security deposits which
    are refundable on paper, but becoming difficult
    to realize.
  • 25-30 agencies to clear a Radio link and long
    time lines for approval on many occasions, more
    than 6 months.
  • Power provision to BTS stations ( 6-24 months
  • Levies and Taxes.
  • High CAPEX in Maldives because of Low Population
    Density

OPPORTUNITIES
  • Leverage the existing Infrastructure of Railways,
    power lines, gas pipes, existing towers
  • Sharing of Infrastructure among the telecom
    service providers.
  • Common carrier can be adopted along with a
    proposed gas pipe lines that are being laid among
    different countries or cities. By involving
    telcos, the cost can come down and the
    infrastructure will be multi purpose thus reduces
    the cost for all the service providers, let it be
    telecom or power etc.
  • Freedom of choice - Number portability
  • Stolen handset can Tracked by sharing the IME no.
    list amongst Operators

RECOMMENDATIONS
  • Legislation Required for Speedy and free
    Clearances for RoW or for installing radio links.
  • Different structure for resolution of grievances
    and disputes such as Ombudsman to take care of
    woes of Telecom Operators with Govt. agencies
    and among the operators.
  • Empower a Nodal Agency to Issue Clearances
  • Exempt Taxes for Rural Networks
  • Adalat for Consumers created by the service
    provider with an Ombudsman
  • QoS or No QoS Network to be rolled out (Case of
    Nepal)

Recommendation Contd
  • USO type of Fund SAARC countries for Rollout in
    Remote areas/ Rural
  • Fixed line and Mobile Directories to be published
    by each Operator.
  • Laying of exclusive multi purpose connectivity
    (pipes/cables/power line etc) either thro
    submarine or terrestrial for the requirement
    SAARC community as a whole.
