  • Hawaii Legislature enacted the Electronic
    Prescription Accountability System (ePAS) in
    1997.
  • PMP system from the Nevada Board of Pharmacy
    given to the State of Hawaii, Narcotics
    Enforcement Division.
  • System was totally MS Access based.

Budget/Personnel Issues
  • Looked to specialty software developed and in
    use.
  • Annual Support/Maintenance fees too costly.
  • NAMSDL sponsored technology exhibit in Lexington,
    KY.
  • Legislative action needed to raise expenditure
    ceiling.

  • In 2005, collected 700,000 transactions.
  • Schedules II through IV being collected.
  • In-house data collection preferred.
  • Abandoned pursuit of specialty software.
