6Is Work Experience an AEA or LEA service?
- Iowas new administrative rules identify work
experience as an instructional service which
means that in most locations, for most students
it will be provided through the LEA.
7But Iowa Rules still list WEC as a support staff?
- Iowas administrative rules define a work
experience coordinator as an individual who - . . . plans and implements sequential secondary
programs that provide on- and off-campus work
experience for individuals requiring specially
designed career exploration and vocational
preparation when they are not available through
the general education curriculum. - This means AEAs may spend support dollars for WEC
positions.
8Do you have to write a goal for WEC?
- Depends on the students needs
- If a student needs specially designed
instruction around work, then the students IEP
is to contain an annual goal (or goals). - If a student does not need specially designed
instruction for the targeted postsecondary work
goals, but needs extra supports or
accommodations, the IEP should describe those
needs on Page F. - If a students postsecondary work goals are
attainable without special education, then the
general education that the student will receive
is to be described in the course of study. Any
accommodations or modifications the student
requires to progress in the general curriculum
should also be described.
9What type of certification is necessary to
provide Work Experiences?
- Type of certification based on type of services
provided - If job shadow/exploration is time limited and
supports classroom activities no special
endorsement needed

- If work-based activity is intended to develop
general employability, job-specific or technical
skills then - Job development and job placement must by done by
or with a teacher with an MOC or WEC endorsement.
11What if no one in my building/district has the
proper certification?
- Figure out your options
- Re-examine who might have appropriate
certification and develop a co-teaching model - Apply for a provisional and begin work on the
endorsement - Work with your AEA

14Outside Agency Invitation
- Still must invite any agency likely to be
responsible for providing or paying for
transition services. - Parents or age of majority students must now
consent to the invitation.
15If an agency is invited, but cant attend
- No further action is required by IDEA
- IEP teams should consider how to effectively get
input from the agency prior to the meeting
16Can adult service providers be invited without
parent/student consent?
- If an adult service agency is not providing
services to the student prior to the IEP meeting,
but may provide services sometime in the future,
then the parent (or student who has obtained
majority age) must consent to invite the adult
service provider.
17Adult Service Provider Invitation to IEP Meeting
- If an agency is providing services to the student
prior to the IEP meeting, then the LEA may invite
the agency as someone who has special knowledge
or expertise about the student. Parent consent
is not needed when the agency is providing
services prior to the IEP meeting.
18Does IVRS need student/family consent to access
student records?
- No. IVRS is a division of the Iowa Department of
Education and as such, qualifies as an
educational agency under 34 CFR, Section 99.3 of
the Family Educational Rights and Privacy Act
(FERPA). This means that student records can be
shared between the school and IVRS without
additional consent.
19Activities, services, supports, linkages
- Activities events or tasks the student needs to
pursue a postsecondary expectation, but tasks in
which the student does not need specialized
instruction to learn skill
20Services are
- work or actions designed to meet the unique needs
of a student. They may be things that are
required to assist the student to take advantage
of, or respond to, educational programs and
opportunities includes specialized instruction.
21Supports are
- things or persons provided for the student,
- or professional development provided for school
personnel that allow the student to have access
to education. - includes assistive technology devices or
paraprofessionals supports provided for students
or in-service opportunities or professional
literature provided for school personnel
22Linkages are
- those actions that need to be taken in order to
connect with any agency or organization that
might be helpful or provide funding or services
in the postsecondary living, learning, and work
environments. - Typical linkages disability support service
providers at postsecondary colleges and
universities, Iowa Vocational Rehabilitation
Services, Social Security Administration and
other adult agencies
