3Plant Clearance Process
- Government Property Clause FAR 52.245-1
(formerly 52.245-2 and 52.245-5) requires
submittal of inventory schedules by contractors
listing government property excess to their
contracts - Schedules are submitted upon contract completion,
termination or when property is no longer needed
for contract performance - Inventory Schedules are submitted to Plant
Clearance Officer (PLCO) by the prime contractor - Majority of the inventory schedules are submitted
to the PLCO via the Plant Clearance Automated
Reutilization Screening System (PCARSS)
4Plant Clearance Process
- PLCO has 10 days to review and accept/reject
schedules - Unacceptable - reject schedules (schedules should
not be rejected for minor errors) and return to
contractor for correction - Acceptable - open plant clearance case or refer
schedules to cognizant PLCO when property is
located at subcontractor - Open plant clearance case
- Initiate reutilization screening
- Perform Inventory Verification (physical
inspection of the items to verify accuracy of
information on the inventory schedules) - Screening of excess property is based on
- Type of property
- Condition of property
- Acquisition cost of property

- PCARSS automates the plant clearance process for
disposal of government-owned property in the
possession of contractors - Three applications linked to one central database
- Web-based Screener application
- Web-based Contractor application
- Client-Server Plant Clearance Officer (PLCO)
application - Developed and maintained by DCMA
- Used by Army, Air Force, Navy PLCOs
- In use since 1998
8PCARSS Overview
- Inventory Schedules reporting excess property
prepared by contractor and submitted to PLCO in
PCARSS - PLCO reviews schedules and establishes a plant
clearance case in the system to
screen/disposition the excess items - Items are available for screening when the PLCO
assigns screener rules for each item and opens
the plant clearance case - Items are visible on PCARSS Screener website the
next day - Items remain on website during FAR agency
screening screening timeframe is 20 days - GSA federal agency/donation immediately following
agency screening - PCARSS sends items to GSAXcess on 21st day
- GSA/Donation screening via GSAXcess for 26 days
- PLCO receives transfer instructions and forwards
to contractor upon receipt of requisitions from
screeners - Upon completion of screening the PLCO issues
disposition instructions to contractor for
remaining items

- Requisition capability
- Screener users create requisitions directly from
Search screens - Submit requisitions immediately on-line to the
PLCO - PLCO reviews requisitions and forwards to
contractor - Email alerts, screener users have the ability to
set up alerts by - Contract Number
