States Perspective

• Digital orthophotos
• Throughout the 90s state and local governments
  quickly adapted to using digital imagery.
• The DOQQ readily accepted as initial product.
• States became significant funding partners.
• Today, orthophotos are an indispensable
  information base for state local governments.

• What?
• Reestablish a nationwide, cyclic program
• Variable resolution
• 1-foot over urbanized states/regions
• 1-1/2 to 3-foot over other remaining
  states/regoions
• Variable image types (B/W, color, CIR)
• 5 year national cycle (48 states) initially
• A blend of aircraft satellite data

• How?
• Use the best available, tested technologies
• Maximize acquisition, engage a broad component of
  the vendor community.
• 100 federally funded.
• No attempt to solicit funding partners.
• Build a coalition of support congressional,
  governmental and private sectors, and interest
  groups.

• Why?
• To provide a seamless, sustainable, consistent
  national image base that is a framework component
  to most (but not all). Meets Karens (NGPO)
  goals.
• More efficient means to invest resources -
  current approach is neither efficient nor
  effective.
• As a base to critical applications homeland
  security, FEMA map modernization, public safety,
  environmental protection, etc., etc.
