What is EPP?
Environmentally Preferable Purchasing (EPP) is
the practice of purchasing products that have a
lesser or reduced effect on human health and the
environment when compared with competing
products or services that serve the same

Recycled Content Definitions
  • Post-consumer recycled content generated by
    consumer after product has served its use, and
    then recycled
  • Post-Industrial Recycled Content recycled
    content material that was recovered within the
    facility and never made it to market
  • Processed Chlorine Free Recycled paper in which
    the recycled content is unbleached or bleached
    without chlorine or chlorine
  • derivatives. Any virgin material portion of

What is required by MN State Law?
  • MN Statute 16B.122 1,2 (2004)
  • whenever practicable, a public entity shall
    purchase 10 RC Copy Paper, processed chlorine
    free, use soy inks (Admin recommends 30 RC)
  • print documents on both sides of the paper where
    commonly accepted publishing practices allow
  • a public entity may purchase recycled materials
    that do not exceed the price of non-recycled by
    more than 10

  • Stock 1080 - letter size, 100 post-consumer
  • Also carry recycled paper in colors, legal size,
    11 x 17 3-hole punched
  • You may find a higher price for RC Copy Paper at
    first, but dont give up, research different
    avenues

Guidelines
  • VOLUME
  • Print on both sides.
  • PAPER - Request
  • Encourage use of MN Great Printer
  • Minimum 10 post-consumer recycled content30
    most commonly available.
  • Non-varnished and uncoated paper.
  • Paper labeled as processed chlorine-free (PCF).
  • Encourages no dark or brightly colored paper
    instead use white or pastel colors that are
    recyclable.

  • INK - Request
  • Soy ink and use no more than two color of inks
  • Colors without heavy metals (e.g., some yellows
    reds)
  • BINDINGS
  • Use reusable bindings, such as 3-ring binders,
    saddle-/ side-stitched bindings, or plastic
    spiral bindings (Contract Release B-264).
  • Avoid adhesives and glues. NOTE If justified for
    use, request water-soluble adhesives and glues.

  • Identify and add green vendors to mail lists
    so bid solicitations are sent to them.
  • Lead by example, e.g., print on recycled paper

    and require
    vendor to do the same
  • Take into account total cost of product over the
    life of the product.

    in just one year when considering energy costs
