Goal for the first exchange meeting Goal from
project proposal Comparison and discussion of
the different structures/systems and the choice
of cases out of political fields in which the
parliaments have decision-making power. This
phase will end with the selection of a number of
cases that each will be worked out by several
regions. Added goal Introduction Creating
enthusiasm for the mutual exchange of
experiences Willingness to work together and to
create enthusiasm for the project amongst the
colleague parliamentarians

Day 1, September 7th 2005 Most participants
arrived in the afternoon of September 7th in
Gdansk. The programme started with Hanse
historical elements in Gdansk. Then there was a
welcome dinner. Mr. Synak, chairman of the
Pomorskie Parliament welcomed the participants to
their first exchange meeting.

Day 2, September 8th 2005 This day started with
a more formal introduction. The first part of
the programme was a brief discussion on the
conclusions in the analysis. An analysis, to
compare the different systems of regional
parliaments, was carried out by the Centre for
Local Democracy, part of Erasmus University
Rotterdam. This analysis underlined the big
differences between the regional parliaments that
participate in the project. Most of the
differences could be related to the difference in
competences of the regional parliaments.

After the brief discussion on facts and
structures, the cultural element was brought into
the discussion. Through theory, developed by
Hofstede, an intercultural expert, participants
found out about the essential aspects of their
own national culture. Later in the programme
these cultural elements were connected with the
facts in the analysis. Fundamental difference in
systems could be related to aspects of culture.
Participants worked in small working groups with
representatives of every participating country.

This second day ended in a cultural event in
Kasubie, a region in Pomorskie

Day 3, September 9th 2005 On the last day of
this exchange meeting, working groups worked out
3 themes on which best practices could be
developed. Since the beginning of the project it
turned out more and more that it seemed to be
hardly possible to find best practice models from
the fields economic development and spacial
planning (as suggested in the analysis) which
could easiliy be transferred to the other
regions, as the processes of political decision
findings seem to be too different.

Three themes for best practices were
mentioned 1. How to increase communication with
and involvement of citizens in political
processes. 2. Establishing and using networks in
political processes 3. Strengthening role and
presence of regional Parliament /
parliamentarians "in Brussels"
