Definitions
  • Safeguarding and promoting the welfare children
    this is protecting children from abuse and
    neglect and helping children and young people get
    the most from life.
  • Child protection everything that is done to
    protect a child or young person from significant
    harm
  • Therefore safeguarding includes both child
    protection and prevention from harm and is about
    promoting well-being

2007/2008 at City College Safeguarding related
issues have included
  • Students disclosing abuse at home
  • Students having no safe and permanent place to
    live
  • Students who are putting themselves in unsafe
    situations for a whole variety of reasons e.g.
    involvement in gang culture, drugs etc
  • Students who are particularly at risk of teenage
    pregnancy, sexually transmitted infections,
    sexual exploitation and sexual mutilation (female
    genital mutilation)
  • Students in enforced marriage situations
  • Students prone to self-destructive acts e.g. self
    harm and suicide
  • Students who have come to college from
    residential settings who display unexplained
    distress or injury

  • Students who are already subject to a care order
    and the College, as provider of education, has a
    part in the students care plan
  • Students who are experiencing mental illness
    which may cause them to get into unsafe contexts
    and situations
  • Students who are unaccompanied minors seeking
    asylum in this country
  • Students who have been trafficked from another
    country
  • Allegations against a care home in which a
    student is living (VA)
  • Students disclosing sexual assault /rape (VA)
  • Students disclosing abuse by family members (VA)
  • Students being denied access to their finances
    (VA)
  • Plus in the past
  • Students who have committed offences of a
    sexual nature and are on the sex offenders
    register

So far in 0809 safeguarding related cases have
included
  • Students who have been reported as Missing
    persons
  • Female Students who have been contacted by
    unknown males from other countries asking for
    photos, personal details etc via internet,
    facebook.
  • Students disclosing abuse at home
  • Students in enforced marriage situations
  • Students with depression, prone to
    self-destructive acts e.g. self harm and suicide
  • Students who are unaccompanied minors seeking
    asylum in this country
  • Students who are experiencing mental illness
    which may cause them to get into unsafe contexts
    and situations
  • Students receiving threats, police involved
  • Students who present difficult sexual behaviour
  • Students who have been subject to a care order
    and the College, as provider of education, has
    had a part in the students care plan or CAF
    (Common Assessment Framework).

0809 safeguarding related cases continued
  • Student who had come to college from a Secure
    Unit
  • Students having no safe and permanent place to
    live
  • Students whose sexual behaviour and vulnerability
    (sometimes due to abuse) have needed a high level
    of support in place to ensure they stay safe, and
    for other students (and staff) to stay safe and
    achieve.
  • Students who have lost parents and have been left
    homeless (VA)
  • Students being denied access to their finances
  • Students who have not been eating/neglected
  • Students disclosing abuse by family members
  • Students who are Care leavers at 16 but are still
    under 18, who are vulnerable due to inadequate
    housing, finance and support from other
    organisations and agencies.
  • Teenage pregnancy
  • Students who have been physically harmed through
    bullying

Summary (From Sept 08 to Feb 09)
  • Total of 22 students
  • 68 of students referred were female and 32 were
    male
  • 100 of cases were reported because the student
    was identified as being at risk and in need of
    safeguarding
  • 64 were referred September to December 08 and
    36 were referred January 18th February 09
  • 45 of students referred had mental health issues
  • 36 were either supported learning young people
    or supported learning adults
  • 18 were 14-16s
  • 18 already has Social Services involvement
  • 14 had housing issues
  • 9 were care leavers
  • 5 were teenage parent
  • 27 (6 students) have been withdrawn (3 of
    whom were already off school roll, 2 involved the
    police and 1 was a care leaver with multiple
    issues)

Training
  • We target certain groups of staff for child
    protection and vulnerable adult training eg
    14-19 team, Duty Managers, Student Services team,
    Support Workers but it is part of a cross
    college CPD offer
  • We also provide training on- ECM- Professional
    boundaries

Aims of the CP VA training
  • Raise awareness of both the College and
    individual responsibilities
  • Enable staff to help protect children, young
    people vulnerable adults
  • Enable staff to help protect themselves against
    allegations of abuse
  • Ensure staff are aware of the Child Protection
    Policy Procedures Vulnerable Adult Policy
    and Procedures within the College
  • Introduce key messages of Every Child Matters

    Main types of abuse - Examples of CP and VA
    issues at CCB - CAF - Key points for duty
    managers
