Standards and ISI Mark to be affixed. - Certification to performance standards also
promoted - Voluntary Certification to Safety in Electronics
IT promoted by BIS and STQC both under
different Ministries of Govt. of India - 2 NCBs under Govt. of India.
- Majority of test labs under Government set up IT,
Commerce, Power, Defence, Telecom etc. testing
for their own needs and domains. - Some buyers look for CE marking/UL marking etc.
even for local consumption.

- Increasing consumer awareness in India.
- Indian consumer has the right and now demands
also world class goods - Opening borders under WTO regime has led to
invasion of inferior goods in the absence of
technical requirements - Anti dumping measures for sub-standard goods are

14THE APPROACH

- 14. If the Central Government, after consulting
the Bureau, is of the opinion that it is
necessary or expedient so to do, in the public
interest, it may, by order published in the
Official Gazette, - - notify any article or process of any scheduled
industry which shall conform to the Indian
Standard and - direct the use of the Standard Mark under a
licence as compulsory on such article or process. - Explanation - For the purposes of this section,
the expression "scheduled industry" shall have
the meaning assigned to it in the Industries
(Development and Regulation) Act, 1951.

13. Delegation of powersThe Central Government
may, by notification in the Official Gazette,
direct that any power exercisable by it under
this Act shall, in relation to such matters
subject to such conditions, if any, as may, be
specified in the direction, be exercisable also

such State Governments or such officer or
authority subordinate to a State Government as
may be specified in the direction

CHAPTER II POWER OF CENTRAL GOVERNMENT TO MAKE

POLICY Powers to make provision relating to
imports and exports. 3. (1) The Central
Government may by Order published in the Official
Gazette, make provision for the development and
regulation of foreign trade by facilitating
imports and increasing exports. (2) The
Central Government may also, by Order published
in the Official Gazette, make provision for
prohibiting. restricting or otherwise
regulating, in all cases or in specified
classes of cases and subject to such
exceptions, if any, as may be made by or
under the Order, the import or export of
goods. (3) All goods to which any Order
under sub-section (2) applies shall be deemed to
be goods the import or export of which has been
prohibited under section 11 of the Customs Act,
1962 and all the provisions of that Act shall
have effect accordingly.
