Environmental objectives
  • Reach the good status of surface waters
    (ecological and chemical) and groundwaters
    (chemical and quantitative),
  • No deterioration,
  • Objectives to reach in protected areas,
  • To suppress the discharges of prioritary
    dangerous substances in 20 years and et to
    reduce emissions of prioritary substances

  • OBLIGATIONS OF RESULTS FOR ALL THE BODIES
  • All the aquatic bodies are concerned rivers
    and streams, lakes, groundwaters, coastal zone
    wetlands
  • A stong ambition clearly expressed obligations
    of results
  •  Going in the right way isnt sufficient
  • The good status in 2015 has to be reached
    unless motivated derogations

Good Status in 2015
  •  derogations  on delays 2021, 2027
  • less stricts objectives (pollution pressures too
    important)
  • The  heavily modified  on physical aspects
    (navigation, energy, urban area) objective
    good potential

But everything has to be justified on technical
and economical point of view !

Reinforcement of economical approach
The text of the Water Framework Directive is
introducing a deep use of economical analysis in
the process of integrated basin management.
Economic analysis, a decision tool for
  • Optimising the choice of measures
  • Use of cost-effectiveness analysis for the
    definition of the programme of measures
  • Justifying the derogations to objectives
  • Use of cost-benefit analysis to justify time
    delays and lower objectives for the water bodies
  • Assessment of the cost recovery for water
    services
  • Including environmental and ressource costs
