Change Scenarios
All of the scenarios in this presentation were
developed by the Instructional Facilities
Planning Department of the San Diego Unified
School District with input from the Scripps Ranch
Schools Committee. These scenarios have NOT been
approved or adopted, but are presented for
discussion.

Why Are We Here?

• Ellen Browning Scripps is moving from its
  temporary site to the previous Marshall site.
• The new site has a larger capacity than the
  present temporary site.
• SDUSD has an obligation to make efficient use of
  its permanent facilities.
• This can be achieved by re-drawing the elementary
  attendance boundaries in the Scripps Ranch area,
  as well as re-balancing non-resident enrollment
  among the four elementary schools.

Boundary Change Process

• IFPD attends a series of meetings with the SRSC
  and subcommittee to gather information and
  community input.
• IFPD attends a Scripps Ranch Community Meeting on
  Dec. 12th to gather further input.
• IFPD brings a recommendation to the School Board
  for approval at the February, 2008 Board Meeting.

Goals for Re-Districting

• As much possible, we attempt to meet each of
  these goals
• Use major geographic features (roads, canyons,
  etc) to define attendance boundaries.
• Keep neighborhoods together.
• Allow students to attend the most conveniently
  located school.
• Keep attendance boundaries compact and
  contiguous.
• Take into account the communitys concerns (e.g.,
  SRSC requested equalization of enrollment at all
  4 schools).

Scenarios

• Initially, there were 11 different scenarios.
• Working with the SRSC and Subcommittee, we
  narrowed our focus to 5 (scenarios A-E).
• Regardless of the scenario selected, we will
  propose concurrent grandfathering in which any
  student resident in an area affected by a
  boundary change may continue attending their
  current school. If younger siblings enroll before
  the older sibling articulates to middle school,
  they may also attend.

Scenario A - Pros and Cons

• PROS
• EBS would be closer to utilizing their new
  facility.
• Schools would be well-balanced around 700.
• Boundaries would stay contiguous and compact.
• The amount of changes made throughout Scripps
  Ranch would be minimized to one geographic area.

• CONS
• Jerabek would lose students in District 6 to EBS.
• Some students that live closer to Jerabek would
  attend EBS.

• PROS
• EBS would be closer to utilizing their new
  facility.
• Schools would be well-balanced around 700.
• The amount of changes made throughout Scripps
  Ranch would be minimized to one geographic area.

• CONS
• Jerabek would lose students in District 11 to
  EBS.
• Some students would take a circuitous route to
  school.
• Some students that live closer to Jerabek and
  Miramar Ranch would attend EBS.
• The EBS boundary would be less compact.

• PROS
• EBS would be closer to utilizing their new
  facility.
• Schools would be well-balanced around 700.
• Students in the northern portion of Miramar Ranch
  would attend Dingeman which is closer.
• Impact of changes would be distributed among all
  4 schools.

• CONS
• Some students assigned to Miramar Ranch and EBS
  would be taking a longer and/or more circuitous
  route to school.
• Students living very near to Dingeman would
  attend EBS.
• Boundaries would be less compact.
• All schools would be affected with a greater
  impact on the community.

Scenario E - Pros and Cons

• PROS
• Changes made between Jerabek and EBS would not
  split neighborhoods.
• Changes made throughout Scripps Ranch would be
  minimal.
• Takes into account the possibility that Jerabeks
  attendance area may experience continued decline
  in the future.

• CONS
• EBS would not be utilizing the capacity of their
  new facility initially.
• Schools would not be well-balanced around 700 in
  2008-09.

Conclusions

• Of the five scenarios, it appears that Scenarios
  A and E meet many of the re-districting goals
• A - Minimizes changes and utilizes EBS site
  efficiently. With possible future population
  trends in the Jerabek attendance area, Jerabek
  may be smaller than the other Scripps Ranch
  elementary schools.
• E - Reduces impact on Jerabek, but the EBS site
  would not be fully utilized for a number of
  years. If the change is less than expected,
  future boundary changes may be necessary.
