- Tsunami, Dec. 2004 over 275,000 dead
- Pakistan Earthquake At least 80,000 people were
killed - Hurricane Katrina (2005) GoUS amount for relief
85 billion - Cyclone Nargis, Myanmar (2008) 2.4 million
people were affected, 135,000 dead - Sichuan Earthquake, China (2008) 4.8 million
people homeless - Where will the next major disaster strike?

6In case of major disaster, good coordination is
crucial
- In case of major disaster -(i) national
capacities overwhelmed, (ii) Emergency requiring
a multi-sectoral response and, (iii) long term
impact- strengthened coordination mechanisms will
be required. - CLA aims to improved international support in the
aftermath of a disaster (emergency,
rehabilitation, reconstruction). Consequently,
national response would be benefited. - After 2004-2005 major disasters, a global
humanitarian reform and international standards
have been approved putting in place improved
coordination mechanisms
7Cluster Leadership Approach
- Sectoral Thematic Groups, under the leadership
of the GoV with the support of the International
Community (INGO or UN agency) - Clear mandates (ToRs) and responsibilities by
establishing long term partnerships (covering
preparedness and response) - Quick activation and response (PM HC/RC)
- Efficient use of resources no gaps, no
overlapping
8What are the global/suggested clusters?
Coordination amongst clusters is ensured through
inter agency meetings
9CLA in the context of Viet Nam
- Strong leadership and capacity from the
Government - Number of active INGOs (that will increase
dramatically in case of major disaster) - One UN UN Natural Disasters and Emergencies PCG
(10) - If agreed by IAWG, Next steps would be
- Identify cluster leads (GoV). Line Ministries or
agencies - Identify cluster co-leads (UN INGO)
- Identify members
- Draft ToRs and Action Plans
