  • Existing KY companies who are expanding and

    and non-profit organizations are NOT eligible

  • Cabinet for Economic Development Commitment
    projects
  • New or expanding companies
  • Job Retention
  • Plant Closings (WARN Federal Dislocated Worker
    Program)
  • Skills Upgrade

Skills Upgrade Criteria
  • Knowledge Based Economy programs as defined by
    the KY Cabinet for Economic Development
  • Information Technology courses that result in
    individuals receiving a certificate or
    credential. (excludes desktop courses)
  • Lean Manufacturing Lean for Service
  • WorkKeys
  • KY Manufacturing Skills Standards
  • Programs/courses that result in national or state
    recognized skills certifications
  • Homeland Security
  • Career Pathways (Ford Foundation Projects)

Pre-Employment Training
  • KY WINS funds can be used for pre-employment
    training programs and assessments w/employment
    the goal for those enrolled in the program.
  • Must have a commitment from B/I to hire 50 of
    the individuals enrolled in the training

Services Provided through KY WINS
  • Reimbursable expenses include
  • Instruction (including curriculum development)
  • Purchased training materials
  • In-house produced training materials
  • Assessments
  • Job Profiling
  • Travel
  • Facility Rental (only if KCTCS facilities arent
    available)
  • Equipment (will remain property of KCTCS)

Services NOT Provided by KY WINS
  • In-house training provided by company
    representatives
  • On the job training (OJT)
  • Equipment for a company
  • Employee wages
  • Train the Trainer

COST
  • KY WINS will provide funding for 75 of the total
    cost of services to be delivered.
  • Company is responsible for the remaining 25 plus
    the 10 KCTCS administrative fee.

General Information
  • KCTCS Chancellors Office staff will invoice the
    company for the 25 cash match and the 10
    administrative fee
  • Commitment funds will be for a one-year period
    from the date of approval. Any funds remaining
    after one year, they will revert back to KY WINS
  • All classes offered through KY WINS will award
    academic credit
