General role and responsibilities
  • founded in 2004
  • national body, which deals with the development
    and monitoring of project implementation in the
    area of HIV/AIDS and Tuberculosis, financed by
    the Global Fund (GFATM). It reports to the
    National Committee for Fight against HIV/AIDS and
    the National Committee for Fight against
    Tuberculosis

Major duties
  • prepares work plan and program for each year.
  • analyses existing activities related to the
    prevention of HIV/AIDS and tuberculosis
    spreading, identifies priority measures in their
    realization, proposes organizations and
    institutions for their implementation
  • Upon project approval, it monitors implementation
    and provides coordination of program activities
  • The Council members propose primary recipient,
    based on the Global Funds and the Councils
    criteria
  • The Council monitors implementation of activities
    and fulfills demands in view of reporting to
    GFATM

Governance and making decisions
  • Chair person presides over the sessions of the
    Council and represents the Council before the
    bodies and institutions of the Republic of Serbia
    and in public
  • In case the President is not able to perform his
    duties, Deputy Chairperson acts on his behalf,
    and in special circumstances, other members of
    the Council as well
  • The Council makes decisions if more than half of
    its members are present, and by majority of votes
    of the total number of members

CCM composition
  • 18 voting and 6 non-voting members (UNODC, UNFPA,
    UNICEF, UNAIDS, WHO and the National HIV/AIDS
    Office). Among those 18 voting members 5
    governmental members (1 from the Ministry of
    Health, 2 from Ministry of justice and per 1
    person from the Ministry of social affairs and
    Ministry of education) and 13 representatives
    from the civil sector - (4 from NGOs, 44 from
    PLWHA sector, 1 from media, 1 from private
    sector, 2 from educational sector, 1 from
    faith-based organizations)

Selection of NGO representatives
  • Right to compete have each NGO that exists no
    less then one year and is registered by the
    Ministry of Interior or federal Ministry of Human
    Rights
  • Advertisement for the NGO representative is
    announced by CCM in some of the daily papers and
    by the electronic network
  • The commission includes representatives of all
    nominated organizations. After expiration of term
    predicted for delivering the applications, the
    commission meets in a week, checks the validation
    of all support letters and proclaims which of
    nominated organizations have the highest number
    of support letters from other NGOs.

  • It is going to be chosen the organization which
    in regular term delivers
  •  Highest number of valid support letters from
    existing NGO which operate on the territory of
    Republic of Serbia,
  • Evidence of subscription in the registers of
    authorized management body.
  • Certification about activities in HIV/AIDS or
    tuberculosis area

CCM-PR relationship
  • 1. Primary recipient quarterly reports to the
    Council on the program and financial activities
    envisaged for the mentioned quarter within the
    GFATM Project
  • Primary recipient is obliged to submit the
    quarterly report to the Council members seven day
    before a session, in the form prescribed by the
    Council in a separate decision
  • At the end of each quarter, Primary Recipient
    proposes to the Council an Activity Plan
    including timelines, activities description and
    the budget necessary for the forthcoming quarter

Selection of SRs R6
  • Opened the public call for proposals, requesting
    proposals for implementation of activities under
    particular SDAs.
  • Established an independent TRP (15 members) that
    evaluated proposals and recommend them for
    approval to CCM.
  • TRP assessed all the proposals from technical
    point of view, and according to defined selection
    criteria.
  • TRP recommended proposals to CCM for approval
