Meth Where is it coming from?
  • In the 1970s, Mexican Cartels began large-scale
    production of Meth in super labs and expanded its
    distribution throughout motorcycle gangs in the
    US
  • In the 70s and 80s, Meth became an established
    drug in the US West Coast

  • In the 90s, meth began to spread throughout the
    US from the west to the east with the
    establishment of thousands of smaller
    clandestine labs.

Meth Legislation
  • In 2005, Florida passed laws limiting the
    quantity of ephedrine products a person can
    purchase per transaction, and also enforced
    putting these products behind the counter.
  • In 2006, Congress passed a bill entitled the
    Combat Meth Act which limits the amount of
    single-ingredient pseudo ephedrine products a
    person may purchase in 24 hours to 3.6 grams, or
    9 grams in 30 days.

  • Requires retailers to put single active
    ingredient pseudoephedrine items behind the
    counter and limits quantity of sale
  • Makes it a felony offense to manufacture meth
    with a child under the age of 16 present
  • Restricts transport of anhydrous ammonia
  • Strengthens penalties against cookers if first
    responders are injured

2006 Federal Meth Legislation Combat Meth Act
(HR 3199)
  • Move cold medicines with pseudoephedrine behind
    the counter
  • Limit how much of such medicines one person can
    buy in a month to 9 grams(300, 30 mg pills)
  • Limit how much one person can by in a day to 3.6
    grams (120, 30 mg pills)
  • Exception of single-use sales, which are small
    amounts (2, 30 mg pills) of individually-packaged
    pseudoephedrine products

  • Creates a new category of controlled chemical,
    called controlled precursor chemicals, to
    ensure that pseudoephedrine is handled safely and
    lawfully
  • Requires signature and identification for
    purchases
  • Creates a national meth treatment center
  • Authorize 585 million for enforcement,
    training, and research into treatment
  • Drug Court Authorizes 70 million for FY 2006

    for each 2006-2010
  • Grants for Endangered Children - Authorizes 20

  • Creates a task force for the remediation of
    illicit drug labs
  • Created for the purpose of recommending
    strategies and actions for reducing or
    eliminating health risks from buildings in the
    state where methamphetamine or other contraband
    has been manufactured in violation of law

Future Trends
  • This legislation seems to be effective as the
    number of clandestine lab seizures dropped
    significantly in 2006.
  • However, DEA reports that meth trafficking has
    shifted from clan lab production to being
    transported into Florida in multi-pound
    increments by Mexican drug trafficking
    organizations.
