production of Meth in super labs and expanded its
distribution throughout motorcycle gangs in the
US - In the 70s and 80s, Meth became an established
drug in the US West Coast

US from the west to the east with the
establishment of thousands of smaller
clandestine labs.

8Meth Legislation
- In 2005, Florida passed laws limiting the
quantity of ephedrine products a person can
purchase per transaction, and also enforced
putting these products behind the counter. - In 2006, Congress passed a bill entitled the
Combat Meth Act which limits the amount of
single-ingredient pseudo ephedrine products a
person may purchase in 24 hours to 3.6 grams, or
9 grams in 30 days.

- Requires retailers to put single active
ingredient pseudoephedrine items behind the
counter and limits quantity of sale - Makes it a felony offense to manufacture meth
with a child under the age of 16 present - Restricts transport of anhydrous ammonia
- Strengthens penalties against cookers if first
responders are injured

- Requires immediate removal of children at Meth
sites - Allows courts to hold meth producers without bail

- Move cold medicines with pseudoephedrine behind

16Future Trends
- This legislation seems to be effective as the
number of clandestine lab seizures dropped
significantly in 2006. - However, DEA reports that meth trafficking has
shifted from clan lab production to being
transported into Florida in multi-pound
increments by Mexican drug trafficking
organizations.
