  • Global WOPs Alliance Foundation Meeting

Amendment to Principles
  • Add 1 one principle concerning the position of
    labour and that WOPs should pay attention and
    abide by principle labour protection (ILO). In
    that respect also the suggestion to acknowledge
    labour unions as a separate partners and not as a
    general NGO.
  • To be acknowledged as a WOP the partners should
    apply all the principles it is not a shopping
    list
  • Concerning principle E also include national
    WOPs (within countries)
  • For private (profit making) operaters a
    quarantine should apply, within a certain period
    (for instance 10 years) after ending their
    involvement in a certain WOP. WOPs shouldnt be
    used as a marketing tool and monitoring should
    also enforce that.

Clarification of Principles
  • community based operaters should be acknowledged
    as a form of public utilities
  • Inclusiveness means of organizations, not of
    persons
  • Transboundery watersource problems are also an
    issue which might to be addressed

  • We have made some relevant categories for
    involvement in the Steering Committee
  • Operators (public, private, community based)
  • Donors
  • Labour unions
  • NGOs
  • political decision-makers on local level (UCLG)

  • The fact that operators should have at least half
    of the seats is agreed upon (with maximum of 1
    private operator)
  • The substantive partners role is maybe not
    suitable for a seat in the steering committee,
    because other arrangements are made with / for
    them
  • Question of the regional WOPs . The current ones
    do not in all sense apply the principles (for
    instance inclusiveness).
  • Possibilites of open sessions where other can
    come but not really participate in the meeting
    (to have an ear but not a voice and vote).
  • No final conclusion of the number divison. All
    should have an appriote number of seats.
