Background
  • Sacramento County Department of Transportation
    (SacDOT) began work on its ADA Transition Plan
    and Pedestrian Master Plan project in April 2002.
  • The cost for consultant services to produce both
    plans is roughly 1.1 million including
    contingencies.
  • Consultant performed a five month survey of
    pedestrian facilities to document existing
    conditions in the public right of way.
  • Public participation and outreach program was
    established to encourage and facilitate the
    maximum degree of participation.
  • Final ADA Transition Plan adopted by the
    Sacramento County Board of Supervisors on January
    25, 2005.

  • Developed ADA Codes and Standards and County
    Standard Improvement Drawings.
  • Developed ADA Capital Implementation Plan to
    describe the projects necessary to implement the
    ADA Transition Plan.
  • Workshop for the draft ADA Transition was held
    at the Board of Supervisors on August 14, 2004,
    followed by a 45 day comment period on the
    document.
  • Focus group meetings were conducted during the
    draft comment period to solicit input on the
    draft document. Meetings included California
    Council of the Blind, Friends of Macular
    Degeneration, National Federation of the Blind
    and California Disability Rights.

  • The ADA Transition Plan is required by Department
    of Justice rules to address the following aspects
    of accessibility
  • If a public entity has responsibility or
    authority over streets, roads or walkways, its
    ADA Transition Plan shall include a schedule for
    providing curb ramps or other sloped areas where
    pedestrian walks cross curbs, giving priority to
    walkways serving entities covered by the ADA,
    including State and local government offices and
    facilities, transportation, places of public
    accommodation, and employers, followed by
    walkways serving other areas

  • The ADA Transition Plan shall identify physical
    obstacles in the public entitys facilities that
    limit the accessibility of its programs or
    activities to individuals with disabilities
  • The ADA Transition Plan shall describe the
    methods that will be used to make the facilities
    accessible and
  • The ADA Transition Plan shall specify the
    schedule for taking the steps necessary to
    achieve compliance with the ADA and, if the time
    period of the ADA Transition Plan is longer than
    one year, identify steps that will be taken
    during each year of the transition period.

  • Priority to walkways serving entities covered by
    the ADA
  • All intersections and roadway segments were
    classified as Priority Level 1 (High Priority),
    Priority Level 2 (Medium Priority) or Priority
    Level 3 (Lower Priority).
  • Priority Level 1 includes State and Local
    Government Buildings, including County-owned
    facilities Public schools (approximately
    one-quarter mile radius for the main streets)
    Hospitals, health clinics and health centers
    (public and private) Public housing and homeless
    shelters, including senior facilities and
    rehabilitation facilities Sheriff's facilities
    Transportation hubs (includes bus lines and
    transit stations) Department of Motor Vehicles
    offices County parks and Prisons.

  • Identify Physical Obstacles
  • Approximately 2,200 miles of streets and roadways
    covering over 15,000 individual segments of
    roadway boundaries were traveled and surveyed to
    document physical conditions along the roadways.
  • The inventory focused on more heavily used
    roadways and on those roadways serving
    governmental, public service, and commercial
    uses.
  • Collected and analyzed data on items such as curb
    ramps, crosswalks obstructions, ped signals,
    sidewalks, tactile guidestrips, transit stop,
    curb type, detectable warnings, slopes, etc.

  • Describe the methods
  • Developed ADA Codes and Standards to combine and
    resolve any conflicts between ADAAG, California
    State Building Code, Part 2 and County Board
    approved policies and standards. The Draft
    Guidelines for Public Rights-of-Way, published by
    the U.S. Architectural and Transportation
    Barriers Compliance Board were also considered.
  • County Standard Improvement Drawings for curb
    ramps, sidewalks, driveways, bus stops and other
    applicable issues were developed based on the ADA
    Codes and Standards

  • Specify the schedule
  • Developed ADA Capital Implementation Plan to
    describe the projects necessary to implement the
    ADA Transition Plan.
  • Includes approximately 1,800 project locations.
    Anticipates a 15-20 year implementation period to
    achieve compliance with program accessibility
    requirements.
  • Includes a funding commitment by the County from
    sales tax funds ramping up from 300,000 in
    FY03/04 to 3,000,000 in FY07/08 and thereafter.
  • Allows for citizens request to advance the
    location on the priority list.

  • Other Compliance Measures
  • Countys ADA Transition Plan includes a complaint
    procedure to address accessibility requests that
    have not been corrected in a timely manner.
  • ADA Oversight Committee was formed to address
    policy issues.
  • The Countys Project Access Coordinator attends a
    monthly Disabled Access Subcommittee meeting to
    update members of the disabled community on
    upcoming projects and citizens requests.

  • Other Compliance Measures
  • The County has initiated a policy to install ADA
    upgrades at all new and retrofit signal
    installations including audible pedestrian
    signals (APS), countdown ped heads, ADA compliant
    push buttons and curb ramp upgrades.
  • The County has initiated a policy to make all
    four corners of an intersection accessible if one
    of the corners is impacted by development. This
    applies to private and public projects.
