End-to-End Solutions
  • Integration, Innovation, Collaboration
  • Sector energy efficiency plans targets
  • Local governments have important role
  • Integrated DSM approaches
  • Marketing, education, outreach, training
  • Emerging technologies market transformation

7
Example Strawman Mission Statement
  • To collaboratively identify goals and
    strategies to strengthen local governments
unique capacities to contribute to the
achievement by 2020 of aggressive energy
    efficiency goals in California.
  • To provide written inputs that outline these
goals and strategies to IOUs for inclusion in
    2009-2020 Strategic Plan

8
Example Strawman Vision statement
  • By 2020, 75 of local governments are leaders
in ensuring the achievement of aggressive energy
efficiency savings within their jurisdictions in
a manner that supports Californias broader
energy efficiency, HVAC and 2020/2030 zero net
    energy targets and goals.
  • The remaining 25 of local governments are
engaged and on their way to becoming leaders

9
Example Strawman Goals
  • The adoption by 2009 of statewide, aggressive
building codes and standards, with a top tier
    that fosters local innovation
  • Commitment action by X local govts (by 2009,
2011, 2015) to streamline green bldg.
    entitlement/permit processes adopt other
innovative approaches and achieve 50 LEED
    silver-equivalent new construction within
    jurisdictions
  • Commitment capacity by X local govts (by 2009,
2011, 2015) to fully enforce HVAC building code
    permit requirements

10
Example Strawman Strategies
  • Training programs led by regional and statewide
entities to enable local staff to carry out
    efficiency programs
  • Annual innovation incubator meetings to share
    successful local/regional models for efficiency
    programs
  • Recognition program for local governments to
recognize leadership in best practice programs
  • Adoption by CPUC/IOUs, by 2009, of sustainability
criteria to (including transportation and land
use policies) to prioritize allocation of utility
    ratepayer funds for local initiatives

11
Example Strawman Goal, Objective, Strategies
  • Goal Commitment action by 10,15,30 major CA
cities (by 2009, 2011, 2015) to streamline green
bldg. entitlement/permit process ( adopt other
innovative approaches) and the achievement of 50
    LEED silver-equivalent new construction within
    jurisdictions
  • Objective Establish capacity and interest of
local governments to accomplish green building as
    standard practice
  • Strategies
  • Regional/statewide training, information,
    capacity building campaign and/or recognition
    program
  • EE web portal offers developers and contractors
prototype design packages for green building
  • CPUC adopts savings accounting methodology to
    reflect contribution of local government
    initiatives
  • Cooperation between POUs/IOUs ( others) to
    achieve statewide program uniformity

12
Discussion questions
  • What is an appropriate but ambitious statewide
2020 vision and goals for local governments?
  • (Think in terms of leaders, early mainstream and
    later mainstream cities counties)

13
Discussion questions (continued)
  • What key functions do local governments play in
    promoting EE?
  • 3) What specific codes, standards, zoning, and
permitting actions would it be helpful for local
governments to engage in from an EE perspective?

14
Discussion questions (continued)
  • What overall initiatives are needed to move
California and local governments towards vision
    goals?
  • - Knowledge needed?
  • - Action steps?
  • - Collateral support needed (buy-in
    legislation regulation)?
  • - Who specifically needs to lead, and what
is timing (short, medium and long term actions)?
  • 5) What are resource needs, including funding,
for local governments to move on energy
    efficiency?
