Example Strawman Mission Statement

• To collaboratively identify goals and
  strategies to strengthen local governments
  unique capacities to contribute to the
  achievement by 2020 of aggressive energy
  efficiency goals in California.
• To provide written inputs that outline these
  goals and strategies to IOUs for inclusion in
  2009-2020 Strategic Plan

• By 2020, 75 of local governments are leaders
  in ensuring the achievement of aggressive energy
  efficiency savings within their jurisdictions in
  a manner that supports Californias broader
  energy efficiency, HVAC and 2020/2030 zero net
  energy targets and goals.
• The remaining 25 of local governments are
  engaged and on their way to becoming leaders

• The adoption by 2009 of statewide, aggressive
  building codes and standards, with a top tier
  that fosters local innovation
• Commitment action by X local govts (by 2009,
  2011, 2015) to streamline green bldg.
  entitlement/permit processes adopt other
  innovative approaches and achieve 50 LEED
  silver-equivalent new construction within
  jurisdictions
• Commitment capacity by X local govts (by 2009,
  2011, 2015) to fully enforce HVAC building code
  permit requirements

• Training programs led by regional and statewide
  entities to enable local staff to carry out
  efficiency programs
• Annual innovation incubator meetings to share
  successful local/regional models for efficiency
  programs
• Recognition program for local governments to
  recognize leadership in best practice programs
• Adoption by CPUC/IOUs, by 2009, of sustainability
  criteria to (including transportation and land
  use policies) to prioritize allocation of utility
  ratepayer funds for local initiatives
