Hystory
Oradea, city situated on the banks of Crisul
Repede river, the capital of Bihor county, has a
lot to offer to both people living here and to
passersby or tourists visiting the city. Oradea
is the northwestern entrance gate to Romania and
the distances to the closest European capitals
are 250 km- Budapest, 308 km- Belgrad, 383 km-
Bratislava, 472 km- Viena, 543 km- Zagreb, 600
km- Bucharest. The geographic location turns
Oradea into a crucial point for regional and
international tourism. The city is situated at
only 12 km away from Baile Felix, the largest
permanent balneologic resort in Romania. In the
mean time, Bihor county has other attractive
sights for tourists, like Stana de Vale resort,
the karstic formations in the Apuseni Mountains
(Bears Cave, Ponor Fortress). Oradea has a
tourism potential due not only to its geographic
position but also to its history and
architecture, as well as the location of its
monuments. Therefore, Oradea Fortress, located in
the central area of the city, at the crossroad of
E60 and E671, is a Renascence monument of a
particular nature. In the same central area, many
other monuments could be admired, especially
buildings in Baroque and Secession style, a
spectacular settlement of architecture. Oradea
offers other highlights that should be visited,
as the Baroque Complex and the Crisuri County
Museum. The city has also parks and swimming
pools for leisure and recreation during the day
while at night, many clubs offer a great variety
of entertainment.

Mare at the beginning 20th century, guard still
today a spirit "Beautiful Time". This feeling
is returned by the architectural style
"Secession" which gives the city this so special
elegance, by preserving the atmosphere of turning
last century. The city suggests also the spirit
of its community which, during centuries, was
located at the crossroads of trade route, the
junction of civilizations of the East and the
West. Nowadays, the inhabitants of Oradea are
quite conscious of the heritage history that
their city leaves them, which generated its
development and value gave to the transitory
interests of the political forces from Europe

The current physical condition of Oradea
Fortress is precarious, as the ensemble is in
anadvanced state of decay. There is damage to the
structure collapsed floors and vaults,detached
facades, decayed roof structures humidity
problems missing interior and exterior plaster
decayed, missing or improperly replaced joinery
problems with the rain water sewage system
decayed roads and circulation damages to the
structure and materials of the Fortress
Wall. The rehabilitation and restoration of the
Fortress should be a major concern of the people
from Oradea, but not only theirs, since the
ensemble also belongs to the national
heritage. The project proposes the
rehabilitation of the ensemble through a series
of emergency interventions in order to safeguard
the ensemble, conservation, consolidation and
restoration works and change of use of the spaces
of the Fortress in order to integrate the
monument into the cultural-tourist circuits and
make it sustainable.

The promotion of Oradea Fortress as an
accessible cultural heritage could raise the
interest of the countries whose history it has
influenced. By the rehabilitation of the
ensemble other investments will be encouraged
the development of the access infrastructure
exterior networks and roads and the tourism
infrastructure. The tourist and cultural
attractiveness in the historical monument area
will increase and so the economic activities in
the regional and national levels. The
rehabilitation itself represents only the first
step of the Management Plan of Oradea Fortress
and it should be connected with the Management
Plans of the other localities from the area. In
this way, a real cultural tourism network will
develop this area of Transylvania. The
importance of Oradea Fortress comes from its
heritage value, certified by its inclusion on the
Historic Monument List as a monument of national
importance and from its social and economic value
for the community of Oradea. Its inclusion on the
World Monument Watch List of 100 Most Endangered
Sites 2006 proves the importance of the
monument for the world heritage and its poor
condition.

REHABILITATION POLICY AND PROPOSAL

  of the Fortress
• 2. A campaign to inform the inhabitants of Oradea
  and its visitors about the cultural
• importance of the Fortress
• 3. The organizing of a series of cultural events
  under the title of The Fortress Days
• 4. The creation of a multifunctional space, with
  multimedia equipment for
• exhibitions, symposiums, conferences,
  projections, etc.
• 5. A campaign to promote the authentic folk
  products
• 6. The creation of a Cafe and Restaurant, a green
  area for Summer Theatre, Open air activities,
  bandstands, exhibitions, Fortress Park, Sport
  centre, Parking
• The aim is to make the monument efficient from
  an economic point of view and even
  self-sustainable in the future through the
  proposed activities.
• By bringing tourists to Oradea other valuable
  heritage elements of the city shall be also
  promoted, such as its impressive Secession
  architecture.

CONCLUSION

• Unfortunately, there is no final and clear
  Management Plan made for Oradea Fortress. A
  specialized multidisciplinary team for such a
  large and important monument should elaborate
  this.
• The ensemble has not suffered major
  transformations in time and therefore its
  integrity and authenticity are increasing its
  value.
• The main target is to take action on what it is
  required - the preservation of the monument by
  consolidating the elements with structural
  damages.
• After the rehabilitation of the ensemble, the
  monument will be ready to be part of a modern
  cultural tourist development project.
• The complex phenomenon of cultural tourism must
  be considered essential from the economic,
  social, and cultural point of view and a factor
  with major implications in the local, regional
  and national sustainable development.
• On the other hand, attention must also be paid to
  the protection of the cultural heritage, by a set
  of measures and actions regarding the research,
  conservation, restoration/rehabilitation,
  maintenance and promotion of the historical
  monument.
• The necessary condition to establish the
  responsibilities of the different bodies
  regarding the Management Plan is to have a real
  dialogue between the Ministry of Culture and
  Religious Affairs, Bihor County Council, Oradea
  City Council and other non-governmental
  organizations.
