The Requirement
Improve leader development by including and
improving instruction on Joint Urban Operations
within Joint and Service professional military
education curricula JROCM 051-05, 11 March 2005
While ever ready to respond to major combat
operations, the future holds a greater likelihood
of irregular wars fought in urban environments,
against thinking enemies using asymmetric
tactics. Thus, we will adapt to succeed in these
environments. General M.W. Hagee
The battlefield is one that is much more
complex than anything we have experienced in our
recent history. The demands on our leadership an
appreciation for the fact that the civilian
population is a part of the environment, a part
of the battlefield on which we fightand they
have a dramatic impact on our ability to
accomplish our mission. General William S.
Wallace
Joint Urban Operations Defined All joint
operations planned and conducted across the range
of military operations on, or against objectives
within a topographical complex and its adjacent
natural terrain where manmade construction or
density of noncombatants are dominant features.

Operations, 16 September 2002)
