within Joint and Service professional military

While ever ready to respond to major combat
operations, the future holds a greater likelihood
of irregular wars fought in urban environments,
against thinking enemies using asymmetric

Joint Urban Operations Defined All joint
operations planned and conducted across the range
of military operations on, or against objectives
within a topographical complex and its adjacent
natural terrain where manmade construction or
density of noncombatants are dominant features.

- Sept 2002 USJFCOM designated as the Executive
Agent for Joint Urban Operations. - Jun 2003 Joint Urban Operations Office
established to execute EA responsibilities. - Oct 2004 Joint Urban Operations Training Branch
established. - JUO Training Working Group chartered.
- 11 Mar 2005 JROCM 051-05 endorsing JUO DCR.
- 31 Aug 2005 JUO Draft Training Strategy concept
endorsed by JUO Working Group.
4The JUO Training Strategy
- Institutes a balanced approach that recognizes
the need to improve leader development, maximize
live, virtual, and constructive urban training,
and create a holistic assessment program to meet
the requirements of urban operations while also
ensuring the training community remains "good
stewards" of the training dollar. - Incorporates DoD wide initiatives, lessons
learned, and programs. - Leverages the Executive Agent and Training
Transformation Capabilities. - Five Focused Enablers Strategy Integration,
Venue Integration, a Fusion Center, and an
Effects and Assessment Integration, and
Knowledge Integration.
5Knowledge Integration
- The knowledge integration function will develop
and produce appropriate level JUO focused
curriculum modules. The products will range from
training technique and procedure information,
joint distance learning courseware, joint
professional military education elective and core
curriculum academics, and academic training
packages. The primary focus of the knowledge
integration function will be at the operational
level.

- Derived from Joint doctrine (JP 3.06).
- Linked to JUO Joint Task Article 1.2.8.
- Linked to OPMEP.
- Focused at the operational level .
- Incorporates T2 tenets.
- JPME Continuum JPME Phase I and II.
- Linked to all Intermediate and Senior Learning
Areas. - Currently presented as a Joint elective at Army
CGSC. - Introduced as a potential elective at Marine
Corps Command and Staff College. - Previously an elective at Naval War College.
- Provides module options to match specific
learning objectives, measures of behavior, and
methodology.
7Course Objective
- To provide the current or prospective Joint
Staff Officer with an understanding and
appreciation for Joint Urban Operations focused
from WWII to the present. By examining critical
issues and fundamentals of Joint Urban Operations
through case studies, lectures, and practical
exercises the student will - Examine the fundamental construct of Joint Urban
Operations. - Determine the nature and challenges of
operations in the urban environment. - Examine the fundamentals for planning and
conducting Joint Urban Operations. - Analyze the special considerations of non
combatants and critical infrastructure. - Capitalize on commonalities with U.S. domestic
urban operations. - Understand the fundamentals of governing.
