    economy in Maryland
  • Outreach
  • Project development
  • Overall philosophy is to assist companies and
    laboratories to achieve their mutual objectives
  • The objective of outreach is to find companies
    that can collaborate with universities and
    federal labs to develop new technology
  • The objective of project development is to create
    new technology-based business activity in
    Maryland
  • To accomplish this objective a series of specific
    technology transfer projects will be established,
    supported by TEDCO programs

NAVAIR Technology Commercialization Initiative
(NTCI)
  • TEDCO and TPP recognized the compatibility of
    their mutual goals and objectives with the
    proposed NAVAIR Technology Commercialization
    Initiative
  • In Support of This Goal and Objectives, TPP and
    TEDCO Collaborated on a Proposal to NAWCAD to
    Execute the NAVAIR Technology Commercialization
    Initiative (NTCI)
  • On August 30, 2001 NAWCAD awarded the contract
    for the NTCI to TPP and TEDCO

  • Can Award up to 50,000 in Support of Each
    Technology Development Project That Fall Within
    the Scope of NTCI Dual-Use Guidelines
  • Limited PCF Funding Reviews Must Balance Budget
    vs Opportunity
  • Spin-Out Development Projects May Require a
    License to Develop and Sell NAWCAD Patents or
    Other Intellectual Property
  • Licenses to NAWCAD Technology Must Be Negotiated
    With the NAWCAD Office of Research and Technology
    Applications (ORTA)

  • Proposals are submitted for NTCI IPT and outside
    review
  • No Required Topics, But Technology Must Meet
    Dual-Use Fleet Needs
  • Open Submission Period (No Deadline, But Limited
    PCF Budget)
  • Anticipated 8 Week Review Process
  • IPT engages outside review when appropriate
  • Projects recommended for funding by the IPT are
    forwarded to NTCI Board for final approval

MTTF Proposal Process
  • Open submission process, review meetings monthly
  • Proposals must include
  • MTTF Proposal Cover Sheet
  • Commercialization Plan Defining overall market
    strategy and the specific place of the proposed
    project within that strategy
  • Technical proposal detailing proposed scope of
    work and budget
  • Proposals are reviewed by TEDCO staff and outside
    commercial and technical reviewers
  • Project specific aims must be consistent with
    NTCI funding request
  • Approval will be contingent on achieving NTCI
    project milestones
  • MTTF funding is a non-equity investment with
    contingent repayment obligations
