SCoE TSSR Purpose Methodology

• Purpose To identify Training Support System
  (TSS) related issues with proponent system and
  non-system TADSS (TSSR) affecting the Army.
• Method SCoE Training Support System requirements
  will be reviewed and updated through the use of
  three concurrent workgroups
• Soldier Training Support Program (STSP)
• Sustainable Range Program (SRP)
• Battle Command Training Support Program (BCTSP)
• Additionally, System Program Managers associated
  with the SCoE proponent schools will brief issues
  affecting the training community to allow the TSS
  community to address TSS requirements.
• Endstate An updated SCoE list of TSSR issues
  with assigned responsibilities to address the
  issues. Each program lead will out brief their
  respective portion of the updated action.

Issue Conduct of required vehicle operator
training is limited due to lack of virtual
simulator support (08-11-SP-SCoE) Discussion
Resource constraints dictate that drivers,
commanders, and their units do not have
sufficient operational miles/hours (or other
resources) to hone these individual and
collective skills in a purely live-fire or
live-maneuver environment. To mitigate this gap,
drivers require access to virtual training
capabilities (driver trainers). The current Army
driver regulations do not provide sufficient,
standardized guidance for conduct of unit driver
training. Therefore, units have purchased their
own variants of driver trainers or requested via
ONS to DA for driver trainer capability.

• STATUS On 4 Mar 09, the TSCH was tasked,
  IN508236, to develop a Comprehensive, Army-wide

Issue A suitable replacement for the Hagglund
Crane is needed to support institutional and
operational training requirements.
Discussion The Hagglund Crane provides a
hands-on training environment for 88H courses
and operational units. The crane is mounted on
a ship platform located at 3rd Port, FEVA. The
30 year old crane is an older model with worn
gears, an aging electrical system and
malfunctioning controls and levers. The current
state of the crane poses a serious safety risk to
Soldiers. The crane is inoperable on average 65
to 75 of the training year. This is due to the
long lead times required to manufacture
replacement parts for the crane. The continuous
maintenance down time has created serious
training shortfalls for Army institutional and
operational units.

• STATUS The crane has been 100 non-mission
• capable since Oct 08. The COT
  recently approved 400,000 to support the
  procurement of parts and repair of the crane. It
  is anticipated all repairs will be completed by
  November 09 . At that time the crane will be
  fully operational. A long-term fix is required
  (estimate for a new crane 5 M). Establish a
  POR.

BEMT Trainers require refresh starting in FY11.
Redstone, APG, and Edgewood need to be reset at
Ft Lee (vice moving old systems or being reset
prior to the move to Lee). The same is true for
Knox systems moving to Ft. Benning. Current
on-hand/required for each location are Redstone
(OMEMS), 204 APG (OMMS), 256 and, Knox, 72.
The Ft. Lee BRAC Team must validate total
requirement for BEMT at Ft. Lee to ensure reset
and refresh in conjunction with moves. 13
additional instructor station required at Ft. Lee
to meet 322 configuration. (448/28) for 14 BEMT
classrooms in Building C-3 at Lee.

Issue Basic hydraulics training capability.
(08-04A-SP-SCoE) Discussion A number of MOSs
require hydraulic training, much like basic
electronics training. The current hydraulics
system trainer is antiquated, and there is a
desire to explore the possibility of
incorporating basic hydraulics training
capabilities into the current BEMT system.
Current Hydraulic Trainer, device number 55-23,
is outdated. Leverage BEMT to incorporate
hydraulics training capability. Requires
Proponent to update the BEMT requirements
document (ORD, 99) to a Capability Production
Document (CPD) and update the System Training
Plan (STRAP). ATSC will provide Proponent
assist.

• STATUS A two-day BEMT working group meeting
  was held from 4-5 May 09 at APG . The working
  group determined hydraulics would not be included
  as part of the BEMT requirements.

HOT Discussion In Jul 08, OMMS submitted a
request to have three ICVs converted to Hull
hands on Trainers. The request was approved, and
three ICVs were shipped to the vendor for
conversion to HOTs. As a result of changes to
our Stryker training, and potential impacts of
the Stryker System Maintainer initiative (class
size increase to 20), analysis indicates we will
need an additional HOT to support a 41 student
to equipment ratio.

Issue OMMS will require additional Strykers,

for MOS 91S, Stryker System Maintainer Discussion
As a result of the Stryker System Maintainer
Initiative, Stryker Armament Maintenance tasks,
currently performed by MOS 45K, will transition
to the 91S. Class size for 45K is 6. Class size
for 91S is 20. To maintain a student to
equipment ratio of 14, OMMS will require
additional Strykers, or TADSS, particularly in
the armament training area, to support the larger
class size. Conduct a detailed analysis to
determine requirements for automotive and
armament training.

Issue Due to modification of the LADS,
requesting replacement of current LADS simulator
to facilitate preparatory classroom instruction
for hands-on training, and increase the number
from one to four systems. Discussion These
devices will be used in the 92S MOS training to
augment the B Model LADS System that is used for
92S MOS Training. These systems are urgently
needed because most Active Duty Quartermaster
Field Services companies have been fielded the
latest version of the LADS (D Model).
Additionally, a number of USAR Quartermaster
Field Services Companies have also been
fielded the D Model LADS. Therefore, the 92S
school will use the simulator to bridge the gap
between the out-dated B Model LADS and the
current D Model LADS. By using the simulator,
92S Soldiers will have a firm grasp of the theory
of operation, Laundry Cycles, and practical usage
of the D Model System upon arrival to their units
in Theater.

Issue Provide CH-47 and UH-60 simulators with
all cargo hooks for inside hookup
training Discussion The simulator will be
positioned in bldg 6238 to facilitate sling load
hookup training. This is a vital part of the
sling load inspector certification training and
vital to training due to the increasing shortage
of aviation assets. Ideally, the item will
consist of the A/C floor with all
accessoriesrollers, antennae, ramp, wheel, cargo
hooks, etc. The system would require a means to
raise and lower to allow students the ability to
complete actual hookup. This simulator will also
be used during instruction of the Low Cost, Low
Altitude Resupply Load course for loading and
release procedures. There are no means to
provide this training piece to students without
aviation support.

Issue QMCS obtain Forklifts and Forklift
Simulators to support 92A10 course Discussion
The current training strategy for the 92A10 AIT
course is to provide student Soldiers 2-hours of
forklift familiarization training. Each week
three 92A10 classes or a total of 90 Soldiers
start 92A10 AIT. Additional forklifts are
required for us to provide better Soldier
training. Simulators would supplement this
training by providing some actual stick time on a
forklift to reinforce the training, of which all
of this would help reduce the training time at
the Soldiers first unit assignment. Five M10K
forklifts are required and two forklift
simulators to support the training locations of
which one would be used at the schoolhouse and
the other would be placed at the Log Warrior site
for Soldiers to train on while in a field
environment as part of their technical training
requirement.

the QM Warrant Officer students is to travel to
Northern Virginia to receive their training on
VSAT and CAISI systems. This entails a 2-hour
bus ride to and from the training location. QMCS
should have these systems on site to improve our
training strategy and allow our warrant officers
more training time on these systems. In order to
support this training improvement requirement we
need 5 VSAT and 5 CAISI systems to support this
training requirement.

Issue Mortuary Affairs (MA) leaders from all
Services must be taught how to plan and conduct a
suite of mortuary affairs operations, such as
search and recovery missions, contaminated
remains processing, theater mortuary evacuation
points, temporary interment, etc. in order to be
able to support civil operations in CONUS and
full spectrum operations. Discussion An
interactive gaming program offers the ability to
put MA leaders through the tasks needed for
training how to plan and conduct mortuary affairs
missions for various scenarios. These detailed
and difficult missions include urban search,
recovery, IED catastrophic event recoveries,
downed helicopter recoveries, recovery in a
depleted uranium environment, recovery of hasty
burial remains, and support to civil authorities
in the event of natural or man-made disasters.
Gaming would offer the opportunity for
inexpensive training on these difficult tasks.
