Purpose of Phone Survey
The purpose of the survey is to obtain a baseline
to use as the initial benchmark related to the
seven intervening variables. The Texas
Environmental Strategies Instrument (ESI) will
serve as the standardized data collection tool
for this aspect of the evaluation. The initial
ESI survey baseline data collection (n400) will
be conducted between August 1 and September 30,
2007 before coalitions launch their environmental
strategies. A subsequent survey panel data
collection will be conduced subsequently at the
end of each SPF program year to determine
community changes in response to the implemented
environmental strategies.

Sampling Design

• The sampling design of the TX SPF SIG evaluation
  is related to the estimated number of person
  18-25 years of age in the TX SPF SIG areas.
• Proportional sampling across the SPF SIG funded
  communities will be conducted.
• Current US Census based population estimates
  shown below in Table One show about 879,000
  persons 18-25 years of age in the TX SPF SIG
  areas.
• BAI will conduct a telephone survey of n400
  persons in the areas shown in Table Two.

Conducting The Survey
BAI will contract with a professional sampling
company with state of the art CATI telephone
dialing systems. The firm has conducted CATI
assisted surveys for SAMSHA and has participated
in the collection of YRBS data for the state of
New York and is familiar with the design and
conduct of behavioral health related outcome
evaluation research. Random digit dialing and
combined listed sampling will serve as the
sampling frame for the evaluation study of SPF
intervening variables. Each interview will be
screened to assure the respondent lives in the
target area and is between ages 18-25. Equal
samples within the 18-20 year old group and 21-25
year old group will allow for comparison. The
CATI firm will enter the data obtained from the
interviews directly into computer files. BAI will
assure that the data can be used for analysis
with the codebook and analysis files created by
BAI.
