Poor Quality of EIA/EMP Reports
  • Probable reasons
  • preparation of report by EIA consultants who is
  • not qualified
  • knowledge skills on preparation of EIA/EMP
    reports not adequate
  • Copy, cut paste of reports
  • There is no check on the competence of EIA/EMP
    Consultants and no liability rests on EIA
    consultants.
  • Inadequate quality of the report can impede
    the EC process and unnecessarily create a backlog
    for clearances.
  • Organizations setting up new projects do not
    have data resource of competent EIA Consultants
  • Meeting with MOEF wherein an intent to launch the
    scheme for EIA consultants was discussed

  • To define minimum expertise in terms of
    experience, qualifications and facilities
    required for developing an EIA

    capable of conducting EIA studies for different
    sectors, through third party assessment

  • Jan 2005 - Meeting with MOEF wherein an
    intent to launch the scheme for EIA
    consultants was discussed
  • QCI decided to involve cross section of
    stakeholders from different regions
  • Feb 2005 - First Meeting with a group of
    experts in Chennai to discuss the broad
    framework of registration
  • March 2005- Second Meeting with experts in
    Delhi to further refine the
    framework developed at Chennai
  • April 2005 - First Presentation to MOEF (Spl
    Secy, Jt Secy and the team of
    Directors)
  • June 2005 - Second Presentation to MOEF
  • Aug 2005 - Third Presentation to Secretary
    MOEF and his team

  • MOEFs new notification has clearly defined the
    contents of an EIA
  • Scoping is also defined prior to taking up the
    EIA

    that the report prepared meets the requirements
  • Scheme developed would meet requirements of MOEF
    as well as of other stakeholders like Financial
    Institutes, State Level authorities, Internal

Feedback of the Experts
  • The process of evaluation should be clear and
    transparent.
  • The consulting EIA organizations must be legal
    entities.
  • To understand the actual quality of the EIA
    reports being developed after launching of the
    registration scheme, a regular feedback mechanism
    from the Ministry to QCI should be established.
  • All EIA reports should include a list of experts
    involved in preparation along with confirmation
    from individual Experts.

Criteria for EIA Consultant Organization
  • Legal Status
  • Only organizations will be considered for
    registration of EIA Consultants. These can be
    government, public sector or private
    organizations which could be propriety firms,
    partnership firms or companies (Pvt. Public
    Limited), bodies registered under Registration of
    Society Acts. Research Institutes etc
  • Skills and Knowledge of Experts
  • The EIA Consultant organization shall have
    adequate number of well qualified experts full
    time, part time or on the panel to support the
    scope of services being offered by the
    organization.
  • The educational background and experience of
    experts utilized should be commensurate with the
    level of expertise required for a particular EIA
    project.

  • May be involved in EIAs of smaller size projects
    or projects with limited environmental impacts
    and working under this supervision guidance of
    the EIA coordinator
  • Experience
  • 3 years in the relevant area (s) as a functional
    expert of EIA preparation team or
  • 3 years teaching/research experience on relevant
    subjects in a technical / research institute or
  • Participated as a team member in data
    collection/data handling and publications of at
    least 2 survey reports / technical reports.
  • Those with less than the above experience can be
    designated as Trainees.

Work Experience of Functional Area Experts
  • Expert level II
  • For medium size projects or projects with broad
    environmental impacts and may work independently
    after initial scoping of the work in consultation
    with the EIA coordinator
  • Experience
  • 6 years of experience in relevant area (s) as
    functional expert of an EIA preparation team
  • 6 years experience in relevant area (s) as a
    consultant or in teaching/research.
  • Consultancy experience should be relevant for EIA
    development. The teaching/research experience
    should be relevant as inputs to EIA preparation.
  • Expert level III
  • For mega/large size projects with wide and long
    ranging environmental impacts. Should be able to
    work out in his area independently and contribute
    meaningfully in developing the environmental
    impacts from the project in his area of expertise
    along with the EIA coordinator
  • Experience
  • 10 years experience in relevant area(s) as
    functional expert of an EIA preparation team or
    as an independent consultant
  • Publications in Technical/Research Journals

  • The Consultant organization shall have adequate
    resources like office space, equipment etc to
    support the scope of services being provided by
    the organization. In case the organization
    carries out baseline environmental data
    generation in-house, then it should have adequate
    laboratory and field monitoring equipment
    facilities

  • Administration of EIA Consultant Organization
  • The Quality Management System should be based on
    ISO 90012000 standard.
  • The course provider shall develop and maintain
    documented procedures for the effective
    administration of the EIA studies in line with
    ISO 90012000
  • Records Maintaining records to show conformance
    to procedures
  • Complaints and Appeals
  • The EIA Consulting Organization shall have
    documented procedures for handling disposal of
    complaints within a reasonable time.
  • Confidentiality
  • The organization shall have adequate
    arrangements consistent with applicable laws to
    safeguard confidentiality of all information
    provided by its clients. These arrangements shall
    be extended to include organizations or
    individuals acting on its behalf and its
    representatives.

    after every 3 years to verify the total
