- Probable reasons
- preparation of report by EIA consultants who is
- not qualified
- knowledge skills on preparation of EIA/EMP
reports not adequate - Copy, cut paste of reports
- There is no check on the competence of EIA/EMP
Consultants and no liability rests on EIA
consultants. - Inadequate quality of the report can impede
the EC process and unnecessarily create a backlog

intent to launch the scheme for EIA
consultants was discussed - QCI decided to involve cross section of

experts in Chennai to discuss the broad

Delhi to further refine the

21Feedback of the Experts
- The process of evaluation should be clear and
transparent. - The consulting EIA organizations must be legal
entities. - To understand the actual quality of the EIA
reports being developed after launching of the
registration scheme, a regular feedback mechanism
from the Ministry to QCI should be established. - All EIA reports should include a list of experts
involved in preparation along with confirmation
from individual Experts.

24Criteria for EIA Consultant Organization
- Legal Status
- Only organizations will be considered for
registration of EIA Consultants. These can be
government, public sector or private
organizations which could be propriety firms,
partnership firms or companies (Pvt. Public
Limited), bodies registered under Registration of
Society Acts. Research Institutes etc - Skills and Knowledge of Experts
- The EIA Consultant organization shall have
adequate number of well qualified experts full
time, part time or on the panel to support the
scope of services being offered by the
organization. - The educational background and experience of
experts utilized should be commensurate with the
level of expertise required for a particular EIA
project.
